DRAFT <br />Council6/20/OS <br />Page 12 <br />Mr. Caticchio stated it is now part of the Fire Department, in the Charter in 1990. <br />Mr. Brett found it odd that we have people saying they are not in favor of a levy to house a <br />police station; the same people are saying they are not willing to look toward ways of <br />saving money in assets by regionalization. Those seem to be counter productive or counter <br />to one another. <br />Mr. Marquardt said he feels we are mixing issues; we are not voting on whether or not we <br />are going to have regional fire or police, we just have a proposal that they put a charter <br />amendment that says it's a referendum issue. <br />Mayor Rinker said when we are making a substantive change to our charter; as you know, <br />this is more than a housekeeping issue, there has never been any indication in his mind <br />until he saw this issue that there was any dialog or any concern about it. Mayor Rinker <br />would ask that Charter Review Commission offer some insight to voters as to why this <br />sensitive provision is important to say to voters, we think this merits your consideration <br />because this is a referendum type of issue. The mechanics don't change, the referendum is <br />clearly when people vote, but when you say why we need to make it the kind of issue <br />where we draw the distinction between this area of municipal government from other areas, <br />he doesn't see there is any clear indication as to why people should adopt it, other than, oh, <br />it must be important enough if it is a referendum issue. Mayor Rinker thought this should <br />be a matter of publication. <br />Mr. Marrotte said he feels if we are paying tax dollars for police and fire, he would just as <br />soon have police and fire that he's paying for, come from within a quarter of a mile where <br />he lives and that he knows something about the Fire Chief and Police Chief. He think it <br />gives him a better feeling with our safety forces, than if somebody is coming from <br />elsewhere. <br />Mayor Rinker said there are two assumptions: one is that regionalization means that it is <br />going to be drawn away and two, that we are going to pay more money for less. <br />Mr. Marrotte said he didn't say that, all he was saying was that the taxes he pays, which is <br />currently supporting the police and fire services that we have, in his opinion, as a voter, he <br />would like to keep it right where it is. <br />Mayor Rinker agreed. <br />Mr. Marrotte said the Commission feels that the people in the Village should have the <br />option of saying whether or not they feel that Fire and Police should be regionalized or <br />whether they feel that Fire and Police should be kept as a personal thing within Mayfield <br />Village.
