DRAFT <br />Council6/20/OS <br />Page 13 <br />Mayor Rinker suggested, that because of what you are feeling is heartfelt, as deeply as you <br />are expressing it now, is worth publishing. He thinks there should be some type of insight, <br />such as what you are stating tonight, published for the voters. When the voters get these in <br />front of them, it is useful for them to have some sense of the work that underlies the <br />proposition. A lot of the other things are housekeeping measures and he thinks those can <br />be explained away relatively simply. Here, we're getting into a lot of policy issues and <br />we've never had any dialog about this, we've never had any discussions about this. <br />There was lengthy discussion between Charter Commission members and the Mayor as to <br />how to get the information to the voters, like through a separate mailing or put in the Voice <br />of the Village. <br />Mayor Rinker said that the Commission publishes minutes and for most people in the <br />community, the dialog commences from the point that this is put to the voters. Mayor <br />Rinker suggested that maybe it makes sense, maybe a month before to convene a meeting <br />and see what kind of turn out you get. Mayor Rinker said this issue caught his attention; <br />he could see a lot of policy underlying this. There are a lot of budgetary issues that come <br />into play; there are home-rule issues that come into play. Mayor Rinker appreciates what <br />Mr. Marrotte indicated, at least that gives us some kind of insight as to why the <br />Commission members feel the way they do. Mayor Rinker said for this issue, the topic <br />merits some kind of column, discussion, something written that provides dialog, maybe go <br />back to the minutes of the meeting where you discussed this and take sections of that and <br />just put it out to the voters; this is a publication from the Charter Review Commission <br />members and here are some of our thoughts on some of these things. The voters need to <br />know the whys and wherefores. Mayor Rinker said this issue has a lot more depth and <br />substance to it and he thinks it merits more publication. <br />Mr. Caticchio said that when they convened, they sent out letters to everyone asking for <br />them to either attend a meeting or send us a letter or a note, communicate with us and we <br />only received two responses. The only two wer.e from the Fire Chief and the Police Chief, <br />because they had an interest in a particular subject, which we dealt with, they heard from <br />no one else. From that point on, all the Commission members could do was discuss the <br />items amongst themselves. <br />Mr. Buckholtz is familiar with this; when Council chambers are filled, everyone is unhappy <br />with an issue, but until there is knowledge out there, everyone has the opportunity to come <br />to Council meetings but they don't necessarily show up. <br />Mr. Caticchio asked Mayor Rinker if he feels that since they came up with this, do they <br />now have to go out and sell this idea. <br />Mayor Rinker said the Commission put a lot of hard work and thought into this and this <br />issue has much more meat on the bones than all the other items.
