DRAFT <br />Council 6/20/05 <br />Page 14 , <br />regionalism as something that is pending, it's worth it to have an editorial or more <br />information out to the voters. <br />Mr. Caticchio said when we send these changes out, there would be some explanation <br />going out with it. <br />Mayor Rinker said that we are kind of constrained; every year, Mr. Diemert will send out a <br />letter that tries to be very objective in what the Village states; we are very sensitive that we <br />are not publishing campaign literature, so there is much more of a constraint on what the <br />Village officially puts out as far as any description for things coming up on the ballot. <br />This is the kind of thing that, it's the Commission's work product and it is worth offering <br />more insight. <br />Dr. Parker had a question for the Law Department; how does this affect some partial form of <br />regionalization, whether it is our participation in co-operative ventures; does this fall under this <br />or does it mean that any type of co-operative venture or regional activity, such as SPAN, would <br />then require us to go back and get approval. There are certain activities that we do participate in <br />that are regionalized, that are part of those departments. <br />Mr. Buckholtz stated we already have co-operative programs going on, such as EMS, SPAN, <br />CRIS. Mr. Buckholtz says he likes the charter amendment; he doesn't want regional policing <br />coming in and losing that feel of being comfortable in Mayfield Village. Mr. Buckholtz stated <br />we don't want to legislate something where we may be shooting ourselves in the foot, like a <br />partial cooperative venture. He thinks everyone likes that, when we can work together and save <br />money and increase effectiveness working with other communities and we already do that. Mr. <br />Buckholtz is thinking buried in this is the concept that there is some kind of state policing <br />homeland security force that covers the entire east side of Cleveland, we don't want to be a part <br />of that. <br />Dr. Parker stated he is trying to draw a distinction between a regionalized police deparhnent and <br />regionalized activities. <br />Mr. Hanculak stated that the answer is found in the definition in the Charter - you have words <br />such as Police District, Fire District; that is not a co-operative venture, not mutual aid, not <br />sharing facilities or other things. <br />Mayor Rinker asked what does "regionalized" mean? <br />Mr. Hanculak stated it's not in the Charter. <br />Mayor Rinker stated he thinks that is what Dr. Parker's question is, what does "regionalized" <br />mean.
