DRAFT <br />Council 6/20/05 <br />Page 16 <br />Mr. Marrie stated he agrees totally with how Mr. Caticchio feels about this; he feels just as <br />strong as he does about this, but why can't we just go on from here, in stead of spending the <br />whole night going in circles on this. Mr. Marrie suggested that we just take this the way it is and <br />go back with the Charter Review Commission, and start with the fact of saying, we all felt this <br />way because, and list the reasons that you put this in here; you all had a personal feeling why you <br />wanted this in here, because you felt secure, safe, call it whatever you want, just put it down so' <br />when this goes out to the people for review, as it is here - not change one word, but list why you <br />feel that way and you could also, before you do it, review it with some other people and get their <br />feelings for it, not only their feelings but the reason for it; that way, when this goes out, they'll <br />know what this is because it has been explained to them prior to this. You could do this in a <br />special column in the Voice of the Village, or it could be a separate mailing. <br />Mr. Buckholtz asked what the timing is, because we want this on the ballet sometime in <br />November. <br />Mr. Hanculak stated some time in August. <br />Fli <br />Mayor Rinker stated this is a topic that bares further elucidation. <br />Mr. Caticchio stated he still doesn't understand, what do you mean it requires further <br />elucidation? He stated their job is merely to recommend changes, that's their job. The language <br />speaks for itself, this now goes to the voters. The voters will look at it and say, yeah, this is a <br />good idea or no, it's a bad idea, and that's it. It is not the Commission's job to sell this program; <br />all they are doing is making recommendations, that's all they are doing. <br />Article V, Section 10 - Building Department; we just added the words that one of the <br />duties of the Building Department is to issue building permits. Again, this is just <br />housekeeping. <br />Article XI, Charter Review Commission. We are suggesting that this be done every ten <br />years, not every five years. We think every five is too frequent. <br />Mr. Caticchio stated he will make another suggestion, that whatever happens, next time, the <br />entire Charter be reviewed and restructured. <br />Mayor Rinker asked, when the Charter was adopted, was there any provision for review or was <br />that something that was added? Initially, it was for ever ten years and then it was made five <br />years. <br />Mr. Marquardt stated when it was deemed necessary, it was put in as a five-year review.
