DRAFT
Council6/20/OS
Page 7
Mrs. Mills made a motion to table this resolution, seconded by Mrs. Cinco.
Mr. Brett advised they had originally put this particular legislation on as a way to finance the
police station and were contemplating at that time, of having the assessment available but not
necessarily levying it. It would have provided an avenue through which to issue debt to cover it
if we needed to and pay back over the 20 years. Mr. Brett also said they had talked about it in
the Mayor's Budget two years ago, last year's as well and this year's budget as well, and were
trying to time it where there wasn't other conflicting ballot issues, such as the School or other
organizations. After discussions with the Mayor, we came to the conclusion that with various
factors going axound, it would be best to withdraw the Resolution at this time. Mr. Brett said we
are not changing our plans as far as constructing a police station, we are simply changing the
way we are financing it. Mayor Rinker said he apologized for some of the miscommunication
regarding it. Mayor Rinker said they put it on the agenda to cover that base. He said that they
have discussed regularly over the years that we need a new police station and now that all other
administrative offices are out of the old Village Hall and have moved to the Civic Center, we
have been looking at this more acutely. We have purchased the Wrentzler property which is
immediately to the north of the Fire Station. When we secured that option with him about seven
years ago, it was with the thought as a likely place to put the police station. Previously with
Former Chief Stevens and former Building Commissioner Samac, they did some discussion as to
what a footprint might look like on that site, but it never advanced much beyond that. As Mr.
Brett has indicated, in the last two budgets, he identified for each year in which we've issued the
letter of transmittal, we wanted to put the police station out there in front of us, but with other
things on our plate, it has been put aside.
Mayor Rinker said we are trying to understand what the footprint will be and reviewed more
closely recently with Mr. Marrelli, with Chief Dearden and with Mr. Ron Dinardo from our
ARB, to help get us some basic broad-brush ideas of what will work. We are more encouraged
than previously that with the former Wrentzler property, it will in fact, be big enough. We still
have a long way to go before we nail down the details. We are just not yet able to go out to spec
for bids. Prudence dictates that we should not try to jamb this issue for November, but it is
something he is asking Council and everyone to take note of, that it is something that is long
overdue and we want to do it. We want to look very seriously at the Wrentzler site, all the
attributes that it has. Mayor Rinker also stated we still may want to be looking at other
combination of village facilities. His vote goes for a separate Police Station; what he's observed
is that aesthetically whenever the safety department operations are housed in the same building
with any other operation, something has to give, somebody runs out of room. The beauty of
having a site that is adjacent to the Fire Station but yet a separate structure has its own integrity,
is something that we need to look at seriously. This is something we will continue to work up
the details. When we remove something from the spot light, it tends to get put on the back
burner, yet, Mayor Rinker is asking all of us to keep this on a front burner.
Roll Call: AYES: All
NAYS: None Motion Carried
Resolution Tabled
