DRAFT <br />Council6/20/OS <br />Page 9 <br />• Article III, Section 11: Mandatory Referrals, we added five words at the end because the <br />last sentence was an incomplete sentence. Basically, what it says is that any resolution, <br />ordinance or order disapproved by formal action of the Planning and Zoning Commission <br />shall require a vote of two-thirds of the members of the Council to be authorized or <br />adopted. <br />• Article III, Section 6: Salaries, Bonds and Compensation. The way the old one read, was <br />that Council, or the Mayor, with the concurrence of the Finance Director, either one, <br />could approve the expenses incurred by employees or members of commissions, etc. for <br />travel or otherwise in the interest of the Municipality. We thought it odd that the Mayor, <br />with concurrence of the Finance Director could overrule Council, so we changed that a <br />little bit to read that Council, or the Mayor with the concurrence of the Finance Director <br />can make these approvals, however, when the Mayor does it together with the Finance <br />Director, it shall not exceed the Mayor's general spending limit, $ 2,500.00. In other <br />words, the Mayor would not be able to approve $ 3,000.00 for going out to Las Vegas, <br />etc. The Commission added a sentence, any of the expenses set forth herein incurred by <br />the Mayor shall be approved by Council, because prior to that, no one had to approve the <br />Mayor's expenses. <br />• Article IV - this is totally new, our own creation. "The Mayor shall prepare an annual <br />"State of the Village" report which shall be delivered orally to Council at its first regular <br />meeting of April of each year and shall cause full-text copies to be distributed to every <br />residence within the Village within 45 days following the oral presentation. The report, <br />at the very minimum, shall advise Council and the citizens of the Village of the finances <br />and administrative activities of the Village during the past year and what may be <br />occurring in the next year." <br />Mr. Caticchio stated we made some changes to the Civil Service Classifications language <br />because Article V, Section 6 of the Civil Service Commission states that except otherwise <br />provided in the Charter, all regular full-time employees of the Municipality and then goes <br />on to specify the Fire Chief and officers, we struck all of that, because it was being <br />duplicated in other paragraphs in other sections. So, basically, our thougllts on Section 6 <br />merely says now that all regular full-time employees of the Municipality, other than those <br />that are on probationary periods, etc. shall be within the Classified Service. <br />? Then we go on to Article V, Section 6 B of the Classification Service which relates to the <br />Fire Department; we cleaned up that language and the way it reads now, all regular full- <br />time members of the Fire Department, including the Fire Chief shall be in the Classified <br />Service. We struck out some antiquated language out of that paragraph. Article B6, all <br />temporary or part-time employees of the Municipality, as such positions, shall be defined <br />by the rules and regulations established by the Commission, shall be in the unclassified <br />service. <br />;
