Regular Council Meeting <br />7-9-01 <br />Page 5 <br />Chief Stevens said Gates Mills has also approved it. The Committee must look at all bids <br />rendered. <br />Mayor Rinker said the only question he would ask of all of us is if we feel we have articulated <br />any questions, unanswered questions, something we would submit to the SPAN group for <br />feedback. Chief Stevens provided a pretty detailed memo. He suggests we get the minutes from <br />the other communities to see if there is any insight that that offers. My only concern is that we <br />not just simply pass on any discussion then when the point comes and we want to consider the <br />vote that we have covered all the bases. <br />Council President Marquardt said the request to provide an operating procedure is essential from <br />my standpoint. I feel we need to have something in writing as to how this vehicle is going to be <br />used and how it is going to be governed. This is a special vehicle that needs to have some <br />visibility up front as to how it's going to be operated. <br />Chief Stevens said he is not sure the SPAN Chiefs have tha in mind unless they know they are <br />going to get it. <br />Mayor Rinker asked how we would phrase the question- just as to the standard operating <br />procedure, where it is being contained, what situations is it being utilized in. <br />Council President Marquardt said yes; who governs its use; how it's going to be used; all the <br />situations. He would like to see what the limitations are of how it is going to be operated. <br />Chief Stevens asked if Council President Marquardt received the packet he sent. <br />Council President Marquardt said yes. <br />Chief Stevens said he does not think it would be much different as far as the use or who <br />authorizes it. There is a set procedure that is enacted by the host city or the city in need. <br />Council President Marquardt said the comment by Mrs. Peirce is something that should be <br />looked at as far as the operating procedure. He felt her comments were very to the point. <br />Chief Stevens said he read the minutes and asked to be enlightened on those [comments.] <br />Mayor Rinker said he thinks, and he is paraphrasing, one of the most striking points was that you <br />have this piece of armored equipment that is pretty imposing. He thinks a sense of scale, a sense <br />of how that fits in with what circumstances one anticipates using it, really the sense of <br />proportion. He thinks part of the problem is that for different people the impressions may be <br />similar. Perception is the hard issue for a lot of people; it has a strong negative impact for some <br />people. He thinks cost-benefit in terms of what situations it would be utilized in, statistically <br />where has it been used, how has it been used. SPAN, by definition, is dealing with extreme <br />situations--you don't typically come across them but when you do, you have the capability.
