Special Council Meeting <br />8-27-01 <br />Page 9 <br />financial estate planning. You don't want that because there is crossovers and sometimes to keep <br />things on a coordinated basis, you have checks and balances. I run into problems, not with Jim <br />because Jim does a nice job, but sometimes you want to differentiate that 3rd party administrator <br />from the agent. He happens to own that 3rd party administration--or is a part-owner in it. It's just <br />another consideration: Even on a split-funded basis I am concerned about Anthem, if you stay with <br />Anthem, and jump up to another carrier. There are other companies out there. The numbers I <br />brought to the table, the last 10 years running have been 25-30% less than what is being paid today. <br />It is just tweaking the plan somewhat and going with a fully insured plan. The other thing is I don't <br />know administratively, we've been involved with some split funding, but administratively sometimes <br />it is a nightmare because there are coding problems and if things aren't paid and what happens if it is <br />an over-reimbursement or an under-reimbursement and then you have to go back and reconcile <br />those. Everybody is human and mistakes are made. He asked if there were any questions. <br />Council President Marquardt asked if there was any further discussion. <br />There were no questions or comments. <br />Council President Marquardt said we have a motion on the table to authorize Jim Hopkins of <br />Corporate Plans as the Agent of Record. <br />Mr. Buckholtz said we have time constraints but I know this is a serious issue. I wanted to make a <br />comment that I appreciate the service and I know you called me Larry, I couldn't get back to any of <br />my phone calls today--it was just one of those days at work or I would have discussed this with you. <br />I am just going from the insurance meeting that we had on the 14th where it seemed like everybody <br />was on the same page to try a new, fresh approach. I didn't want the lack of comment to be <br />perceived as a lack of interest or a lack of studying the situation. <br />Roll Call: AYES: Mr. Buckholtz, Mr. Busa, Mr. Ilacqua, Mr. Marquardt, Dr. Parker <br />NAYS: Mrs. Cinco, Mrs. Mills <br />Motion Carried <br />Jim Hopkins of Corporate Plans, Inc. to be the Agent of Record for Health and Term Life Insurance <br />for employees of Mayfield Village effective as of this date. <br />First Reading of Ordinance No. 2001-14, "An emergency ordinance authorizing the purchase of <br />1.8 acres of vacant land along Highland Road from Ross Armao and Rose Armao. <br />Mrs. Cinco, seconded by Mr. Buckholtz, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended
