Regular Council Meeting <br />9-24-01 <br />Page 10 <br />Mayor Rinker: On concrete streets historically, our concern has been that if we put asphalt work <br />over concrete work, it is kind of apples and oranges--that there is a potential for problems, so you <br />want to make sure your underlayment is sound. <br />Mr. Cappello: Correct. <br />Mayor Rinker: So, if I understand what you are saying is we now can say that Hickory Hill has a <br />sound underlayment as it were with the concrete work that is being done. Is that correct? <br />Mr. Cappello: Yes, I mean, we kind of held back on certain areas--the road is pretty much 75% <br />replaced over the past years... <br />Mr. Metzung: If I could, Tommy, the genesis of the original option was in an area that--asphalt <br />overlays was an area that I was comfortable with having done in the past. When I came to Mayfield <br />Village, it was clearly not something that was done here in Mayfield Village. I discussed it with <br />some people and what we had on Hickory Hill was while. we had a fairly sound base of road, due to <br />all the patches the ride quality is deteriorated--the ride is just not very good although the road is very <br />sound. There is really nothing wrong with it. So, what do we do with it? We could put an overlay <br />on it but that's not an area that we are comfortable with and then the discussions came up to what is <br />the life span of the asphalt overlay versus the cost of the asphalt overlay? Will we be spending half <br />the cost of putting in an overlay of what it would cost us to reconstruct the roadway? So, we went <br />ahead with this option to kind of get those numbers geared down and then we moved forward from <br />that area to say is asphalt overlays over concrete roads something that Mayfield Village wants to <br />start to do--like I said before--this was something that was forbidden to do when I arrived here-- <br />something I'd like to do but we haven't crossed that bridge--is this something we're going to use as a <br />tool to maintain our streets here in Mayfield Village? And that was the genesis of asking for this <br />bid. <br />Mayor Rinker: Okay, but I guess the question is--that describes asking for the bid but if I understand <br />correctly, we are probably then looking at, in essence, targeting all our concrete streets for a similar <br />type of use because we think it is going to be better in the long run, it's going to be cost effective if <br />we use the right material? <br />Mr. Metzung: Yes. I think what we are looking for is what is the cost to extend the life of the <br />existing pavement and asphalt overlays are certainly one method for extending the life of the asphalt <br />pavement. <br />Mayor Rinker: It's not more expensive asphalt, it's just going to have a better track record... <br />Mr. Cappello: The material that they use, it's a grid that they put over the top of the concrete. <br />Mayor Rinker: The bottom line, is it going to work better?
