Regular Council Meeting
9-24-01
Page 11

Mr. Cappello: Supposedly, you are to get (what is it, Doug?) 3 years, possibly more. The main
thing is this asphalt overlay on the concrete is to extend--based on limited dollars--to extend the life
of the road. Eventually, I would recommend that road to be replaced, you know, but now it's going
to cost you close to a million if not over a million dollars to replace it in concrete.
Mayor Rinker: So we are talking a difference of $200,000 give or take to a million to accomplish
what period of time of usefulness.
Mr. Metzung: Certainly, I would say between 7 and 10 years. Especially with the quality of the
base, I would see no problem why we wouldn't get 10 years of very usable service out of this
roadway.
Mayor Rinker: Insofar as the fact that this is in effect a cost that we warrant budgeting this year,
what was Finance's discussion about that?
Mr. Ilacqua: Unless I misunderstood, Phil, I thought we had appropriated this money. Did I
misunderstand you?
Mr. Brett: No, that is what I was trying to point out is that this particular option increases the
$195,000 by an additional $204,000 and we'd originally appropriated $300,000.
Mr. Ilacqua: That's what I understand we originally....
Mr. Brett: Well, we are now at 4. So, we are 100 over; that's what I was explaining in that second
sheet that one of the things we'd looked at on the Issue 2 funding was having a$100,000 carryover
from the 2001 road program.
Mr. Buckholtz: That was a negative number.
Mr. Brett: Now, we've got a$100,000 deficit rolling into next year which is going to offset laying
out how this impacts and it has a rolling effect into my Issue 2 funding.
Mr. Metzung: Please remember that part of the reason, as we discussed the financing--how much we
were going to use for this year's road program, while we had $300,000, we have the Wilson Mills
project which is east of S.O.M. Center Road that has to be one of our top priorities. But it's just a
matter of getting County funds to go along with that. So, that's why we kind of wanted to hold back
some funds so that when the County can release some funds, we have some money set aside to help
cover those costs.
Mayor Rinker: Let me ask 2-3 questions. In the scheme of things, how does Hickory Hill rate
compared to other streets as far as its stress level? I think anyone...I mean improvements now, I
think it is much better than what it was. It has been a very rough road to ride on, but that being said-
-what--how does it compare? I mean, how do we evaluate it compared to other streets?
