12-17-01
Page 12
NAYS: None
Motion Carried
Ordinance Enacted

First Readin-g of Ordinance No. 2001-30, entitled; "An emergency ordinance authorizing and
directing the Mayor to enter into a contract for the furnishing and installation of the waterline
replacement along S.O.M. Center Road between Highland Road and White Road and related
incidentals, including clearing and grubbing necessary for the relocation of utilities." Introduced
by Mayor Rinker and Council as a Whole.
Dr. Parker, seconded by Mr. Busa, made a motion to suspend the rules of Council requiring an
ordinance to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None
Motion Carried
Rules Suspended
Dr. Parker, seconded by Mr. Busa, made a motion to enact Ordinance No. 2001-30.
Mayor Rinker asked Mr. Burgess and Mr. Metzung to explain what happened this past week for
the record.
Mr. Burgess said this project is to set up to replace the water line along S.O.M. Center Road
from Highland to White, including completion of the loop from the community pool center to
Highland and it included the clearing and grubbing necessary for the utility relocation work to
take place. Initially, the bids were due on Wednesday last week. Tuesday night we received
communication from Cleveland Water requiring that the abandoned pipe not only be capped but
also grouted. That necessitated us to delay the receipt of the bids until Saturday at which time 13
bids were received. Our Engineer's estimate was $907,000. The bids ranged from $643,000 to
$1,020,000. The majority of those groups were in our Engineer's estimate but represents a fairly
competitive environment. Our recommendation to the Village is to accept that bid and award it
pending necessary insurance, etc. Mr. Metzung has reviewed their qualifications based on work
elsewhere. Mr. Burgess asked Mr. Metzung to comment on that.
Mr.1Vletzung said upon review of DVD, who I have personally worked with many years ago in
Willowick, I found them to be very professional. Everyone I talked to found them not only to be
a good company, but they would highly recommend them. They were very professional. They
want to come in and do the job and go home and get paid. This is the kind of person we are
looking for this job because it will be a fast-moving job. I highly recoinmend them.
Council President Marquardt asked if there were any further comments.
Mrs. Mills asked if it was necessary to read their name into this ordinance.
Council President Marquardt said I don't think so; I think this covers what is necessary.
Roll Call: AYES: All
NAYS: None Motion Carried
