12-17-01 <br />Page 18 <br />Mr. Schiemann said they are all 3 occupied; the middle property is owner-occupied and the other 2 <br />are rentals. I met with the Garbos, I actually signed the deal with the Garbos on the middle house on <br />November lst; I signed the deal on the 3`d house on December lst. That day, I believe was a Sunday, <br />was the Christmas Tree Lighting here in the Village. I ran into Bruce at that and said I have <br />something to discuss with you. He said call me at the office tomorrow. I called him Monday and we <br />set up a ineeting for Thursday. He and I went back and forth and that would have put it into <br />December 6 that I met with Bruce. I had the deal on the 3rd house on December lst, met with Bruce <br />on December 6. He sent me to Bernie Samac. I went to Bernie's office the next day, which would <br />have been Friday), Bernie and Dorothy were out of the office; nobody was in the office on that day. <br />I met with Bernie on Monday which would have put it up to December 10. I met with Bernie for an <br />hour and a half. Bernie said there are some issues here that you have to go talk to Joe. How do we <br />get it on the May ballot, how do we do this, what is in the referendum, that type of thing. December <br />l lth, I called Joe. Joe took down the information and said I'll get back to you. He called me back <br />Friday which was this past Friday and said could we get together on Saturday. I met with Mr. <br />Diemert on Saturday and discussed and he laid out for me a timetable on how to get to the May <br />ballot and what has to transpire. That happened Saturday. Sunday morning, I called Mayor Rinker <br />and simply said, what do you think--Mr. Diemert's proposal to get to the May ballot said Special <br />Meeting in January, do this, et cetera. After looking it over when I got home as to what the dates <br />were, it was very apparent that if we put on as a first read tonight, then the second read could occur <br />at the January Council meeting; the third read could occur at a public, already-scheduled February <br />Council meeting and in essence, there are no special meetings; there are no special anything going <br />on--it's all at publicly-scheduled meetings. It also allows a referral from Planning and Zoning where <br />these things can run and the timetable can be met. Basically, we have to have Council approval or <br />Council backing of this proposal by February 20th because there is a 75-day requirement that it be <br />approved to get on the May ballot. If you back up from May 7th, 75 days gets us to February 20th <br />Other than that, I probably wouldn't be here--if this was June 17`h and I was shooting for a <br />November ballot, I think I'd make that fairly easily. But when you say we stop doing business today <br />and we don't have a Planning and Zoning meeting until February, that is an extreme hardship on a <br />business proposition like this. <br />Council President Marquardt asked if there were any further comments. <br />Mrs. Mills said we are scheduled for a Planning and Zoning meeting on the 20th (December) and I <br />don't know if we will be able to have a quorum. <br />Mr. Schiemann said I discussed this with Dorothy and she said she was having problems coming up <br />with a quorum. <br />Mrs. Mills said so that would entail a Special Meeting of Planning and Zoning. <br />Mr. Schiemann said of Planning and Zoning, but not a special meeting of Council. <br />Council President Marquardt asked if there were any other comments.
