12-17-01 <br />Page 17 <br />first read tonight does is let what the Charter allows, let this run simultaneously with the time period <br />for Council and the time period for Planning and Zoning; simply run simultaneously. I would ask <br />that the matter be passed tonight and be referred out to Planning and Zoning immediately. It simply <br />does what the Charter allows and lets those 2 issues run simultaneously. It also, if I have to wait for <br />a February Planning and Zoning, we don't have public meeting until the end of February or March <br />on this thing. In essence, if it gets referred to Planning and Zoning tonight, we can have public <br />meetings on this issue in early January. All we are doing is setting the ship a sail tonight. There is <br />no commitment; you will still maintain control of the entire issue; I think there are some neat things <br />that can be done with those parcels. I think most of you know me fairly well; I am going to do <br />what's right. I am a 22-year resident of Mayfield Village; I am going to do what's right as we go <br />down this road. <br />Council President Marquardt asked if there were any other comments. <br />Mr. Ilacqua said thank you for your comments. My reluctance has nothing to do with the scope of <br />the project and for your intent; it is more with the process. Am I correct in saying that usually these <br />types of things go Planning and Zoning first and then bubble up to Council. <br />Council President Marquardt said yes. <br />Mr. Ilacqua said the other question I have for you is, when did you first consider this project. I think <br />Mayor Rinker alluded to this summer, and why is it so imperative that it is on the May ballot. <br />Mr. Schiemann said from a business standpoint, getting the project going and in getting it going <br />obviously we have dollars invested. Working our way toward the May ballot is obviously what <br />makes sense from a business standpoint. When I first considered the project--is I probably talked to <br />the Church in 1999 about buying the property and found out that it was part of the Village contract. <br />Once the Church had announced that they were going to move, I found out that it was part of that. <br />Sometime in May, the Village said they were no longer interested in that parcel. I put that timetable <br />together in my notes. Don Cummings approached me probably late May and said--are you still <br />interested. At that point, I said yes, I am probably still interested; what do we do. The business <br />manager called me on 5/18 which was a Friday. Three days later, Monday, we scheduled a viewing <br />of the property. I submitted a contract to the Church two days later. They had a contract in their <br />possession in May. At that time, I was really only interested in the one parcel. Actually, I somewhat <br />did a favor to the Church, I attend that Church, I probably paid a$10-15,000 premium for that house <br />simply as a contribution to their building fund out in Chesterland. At that point, I ended up talking <br />to the next door neighbors and I said what could be possible here. That deal actually took about a <br />month and a half to get signed just because of the Board of the Church and all that type of stuff. I <br />ended up closing on the Church property, on the first one next to the Cemetery, on August 20. That <br />took most of the summer. <br />Mr. Buckholtz asked if that is the house with the For Rent sign in front of it. <br />Mr. Schiemann said yes. <br />Mr. Ilacqua asked if the 3 homes are occupied right now.
