Regular Council Meeting <br />2-21-00 <br />Page 4 <br />M.A.R.C. - Mrs. Cinco said they met February 3. The new slate of officers is as follows: <br />President, Joanne Cinco; Vice President, Tom Juratovic; Treasurer, Tom Adams; Secretary, <br />Kay Vincent. She will submit to Council their budget and the balance for 1999 and year 2000. <br />Winter classes are filling up. Mr. Thomas now attends M.A.R.C. meetings and has a lot to <br />report. <br />Ordinance Review Comtnittee - Mr. Ilacqua said the Committee met February 8. They discussed <br />two items: 1) A Drainage and Infrastructure Committee, as recommended by Ordinance Review, <br />will be formed of 5 individuals (our Service Director, 2 Council members, 2 residents.) It will be <br />funded by the Village. The execution of the funds will involve 50-50 sharing between residents <br />and the Village to alleviate drainage infrastructure and other safety concerns--the cost of which <br />would be shared between the Village and the residents. This would alleviate the Village putting <br />these projects out to bid and paying a higher price and taking some of the burden off the <br />residents to fix these problems. Mr. Ilacqua said he has not yet met with Phil Brett about the <br />funding or with Doug Metzung about formulating the guidelines for the committee, but these are <br />the committee's preliminary thoughts. He thinks they will become more clear as we move <br />forward. The second item they discussed was a new ordinance to rezone public, religious, <br />cultural, governmental, park and recreation districts to a U-4 classification. Mr. Ilacqua said Mr. <br />Samac did a good job of pulling together this memo for the ordinance and asked Mr. Samac to <br />explain the rationalization behind this to Council. <br />Mr. Sama.c said this ordinance will be a new zoning classification to incorporate Village-owned <br />properties, public buildings, recreational areas and recreational use. The purpose was to identify <br />those lands owned by the Village for Village use. By placing it in a zone classification of its <br />own, we could better regulate various setback requirements and uses, et cetera. The other <br />purpose for this zoning classification is tha.t because it is prima.rily recreational uses and <br />governmental uses that we will be incorporating into this zone classification, we can probably <br />better provide for zoning classifications that may be abutting to this property, different guidelines <br />than we currently have as far as setbacks, buffering, landscaping, etc. At our last meeting, we <br />went through the particulars. I have tweaked it a little bit. At our March meeting, I tliink we will <br />be prepared to send this to Planning and Zoning and then on to Council. (Once it goes to P&Z, <br />we will give all Council members a copy of it so you may ha.ve input prior to Caucus.) The other <br />item the committee discussed was regarding the drainage and infrastructure ordinance. It was in <br />rough form. Mr. Ilacqua explained the content. Mr. Sama.c said he has expanded it substantially <br />in ordinance form. We will be looking at that at the March meeting and then forwarding it to <br />Planning and Zoning, hopefully also at the March meeting. <br />Planniniz and Zonin? - Mrs. Mills said at the February 7 meeting, Planning and Zoning's <br />recommendations to Council were to approve an 860 space parking garage for Progressive. For <br />Governor's Village; to approve the site plan only--because there is a little discussion going on <br />about the location of the driveway. Mr. Hovancsek has reviewed the plans for Progressive and <br />finds them satisfactory. The next meeting will be March 13. <br />Recreation Board - Mr. Buckholtz said the Board met last Wednesday. The Board heard updates <br />from Elliot on youth aaid adult basketball leagues. Ralph Vara reported about the fireworks. The
