Regular Council Meeting <br />4-17-00 <br />Page 13 <br />Dr. Parker said one issue is whether we change the zoning. <br />Mayor Rinker said you are not changing the zoning; it is a Special Use Permit. <br />Dr. Parker said he takes that back, that was just the way he had stated it. Asstuning you <br />would approve that, tlie second issue you would deal with would be parking. The third <br />issue would be to give them additional setback so they could add parking. He asked how <br />many parking spaces are available on a typical day when employees are there and there is <br />typical traffic in and out of there. <br />Mr. Rapaszky said there are 180 spaces available now. The problem is the vast majority do <br />not play to the front of 731. There is a large number of spaces at any given time and he <br />encourages people to drive through the properiy on any day of the week. He explained the <br />problem which is that they have a rehabilitation facility--it is a convenience and allows <br />people who are already on walkers, etc. a close proximity to 731 where they are not going <br />to have to walk-even though 3 buildings are on one parcel, and one can count all the <br />parking, it is the idea that these people are already incapacitated in one way or another and <br />we want to provide a convenience to the front of 731 so they can walk 60' instead of several <br />hundred feet to the doctors in the rehab area. <br />Dr. Parker said he wants to get a grasp of how many parking spaces there are now and <br />for <br />this can be done without changing the setback and it is just a matter of inconvenience <br />those people to walk up. If you told me that out of those 180 spaces you use 160 spaces <br />(filled) throughout the day, then we have a problem. <br />Mr. Rapaszky said we have 4 other tenants who have a right to parldng in front of that <br />building. To bring in a medical group and not provide additional parking for medical <br />groups, clients and patients would infringe upon the other tenants who are there. <br />if <br />Dr. Parker asked if it would be merely a convenience that now they would have to park in <br />the back of the building and walk to the building or that they wouldn't have parking. <br />Mr. Rapaszky said it would be a substantial inconvenience to them and not one I could care <br />to face on a daily basis. We made a business decision that without the additional parking it <br />is not practical or feasible to move forward and develop this into the rehab development <br />we are talking about. <br />Ms. Singer said the staff inembers park in the back and some are double-parked and park <br />in loading dock spaces since they don't need semi truck access. Our parking spaces are full <br />on Monday, Wednesday and Friday (about 4 spaces not being used); Tuesday, Thursday <br />and Saturday they are not. We had some parking issues when Progressive was there. The
