Regular Council Meeting <br />417-00 <br />Page 14 <br />bottom line is to get parking closer to the door. Only about 20% of their practice is upper <br />extremity. The majority of the people that come to NovaCare say they do so because they <br />like being able to park and come right in. <br />Mayor Rinker asked if there is any rear door access--and any way to make it more <br />accessible. <br />Ms. Singer said there are stairs in the back and we must make it ADA accessible. The way <br />the land is structured, there is quite a drop off. <br />Mayor Rinker asked if they have costed that out and if there would be a way to take <br />advantage of the parking there. <br />Ms. Singer said there are not a lot of spaces; a lot are talcen up with employee parking and <br />there are other businesses and she would be nervous to have other people parldng back <br />there with the semi trucks. <br />Mayor Rinker asked if there would be a way to restrict the overlap between the warehouse <br />use and the parking for patients. <br />Mr. Rapaszky said I can assure you as a landlord we would not be promoting the idea that <br />we would be spending in excess of $80,000 (for parking and landscaping) if we felt they <br />could live without it. When it is all said and done, they need it. It will not go without the <br />parking. <br />Dr. Parker said it is not a matter without all 3 components. <br />Mr. Rapaszky said correct. <br />Ms. Singer said that is why we presented all 3 at the same time. <br />Mr. Rapaszky explained the nornlal procedure with a lease. They will not be able to say it <br />is a 10 year lease; it is a 2-year lease. As Mayor Rinker says, the parking lot will be the <br />parking lot once they put it in but if they aren't good neighbors, you may not renew the use <br />permit. <br />Mayor Rinker asked what if we were to condition the parking expansion that if the special <br />use terminates at whatever point that the parking lot would revert to what it is now. <br />Mr. Rapaszky said if we were denied the Special Use Permit and we spent all this money <br />we should maintain the right to put an office in.
