Regular Council Meeting <br />5-15-00 <br />Page 9 <br /> <br /> <br />Sale Authorized <br />A motion to authorize the sale of one 1997 Ford Crown Victoria (VIN #342) to Police <br />Cars Unlimited in the amount of $5,222.00 <br />Mr. Busa, seconded by Mr. Ilacqua, made a motion to authorize the sale of one 1997 Ford <br />Crown Victoria (VIN #342) to Police Cars Unlinuted in the amount of $5,222.00. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Sale Authorized <br />¦ A motion to authorize acceptance of the proposed layout of SOM Center Road as <br />recommended by the SOM Widening Coanmittee. <br />Mr. Ilacqua, seconded by Mrs. Cinco, made a motion to authorize acceptance of the <br />proposed layout of SOM Center Road as recommended by the SOM Widening Committee. <br />Dr. Parker asked about the third proposal; he would like more specifics. <br />Mrs. Mi]ls said first we need to lcnow how wide the road would be and the right-of-way; <br />Council must authorize this. <br />Mr. Burgess said the first one is to approve the center line alignment of the road. Closely <br />related to that is the right-of-way associated with that. The motions could either be <br />combined or as 2 separate motions. <br />Coixncil President Marquardt said we could put more specifics in the motion and asked if <br />they would like it as two separate motions or one motion. <br />Mayor Rinker said typically, property lines go to tlie center line of a road. When you are <br />talking about a right-of-way, you are talking about an area of take. Except for a few <br />exceptions, my understanding is there is no area of take on this project on the east side <br />except for one or two locations. We originally talked about the west side but my <br />understanding with this committee is there were adjustments made in a number of places. <br />Mr. Burgess said there may be 6 residents affected. <br />Mayor Rinker said he thinks everyone must understand that when you define the area of <br />take, it is necessary fop engineers to conduct surveys, you must have specific metes and <br />bounds of each property that is impacted. That has to be then presented, potentially, by <br />way of a petition. If we cannot negotiate an arms length transaction with an individual <br />property owner, then we would have to have authorize legislation for a quick take to
