1-28-02 <br />Page 13 <br />First Reading of Ordinance No. 2002-02, entitled; "An emergency ordinance authorizing all <br />actions necessary to effect an opt-out natural gas aggregation program pursuant to Section 4929.26, <br />Ohio Revised Code, directing the County Board of Elections to submit a ballot question to the <br />electors, authorizing the execution of an agreement with NOPEC for such purposes, and declaring an <br />emergency." Introduced by Mayor Rinker and Council as a Whole. <br />Mr. Marquardt, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Maxquardt, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2002-02. <br />Council President Buckholtz asked if there were any comments. <br />Mr. Diemert said I requested this be on the ballot. It is an optional item for your residents to <br />determine whether or not the Village can have the authority to negotiate for aggregation of gas rates. <br />It doesn't mandate you to do it but it does give you the option to do it. Each home owner has the <br />ability to opt out of the program even if you do go into it. It is kind of a no-lose situation, an <br />opportunity you should not avoid taking for yourselves and for the Village--even if you choose later <br />on not to do it. <br />Dr. Parker asked Mr. Diemert: aren't the individual residents able to opt out anyway. <br />Mr. Diemert said that is the electric (which we approved last year.) This is for the gas which is an <br />extension of the electric program aggregation. If you don't adopt it or the voters don't approve it, <br />then you will not be counted as part of the aggregation of all the municipalities who will be <br />negotiating for bulk gas. Even if you do agree to be included in the aggregation of all the <br />communities, each individual resident can still opt out.
