1-28-02 <br />Page 7 <br />Council President Buckholtz said before we take a vote, I don't know if the Mayor has a <br />comment. <br />' Mayor Rinker said I think the whole idea is--my understanding is the motion is to wait for <br />Planning and Zoning to report back. Given the fact that this has been an organizational time of <br />the year and Planning and Zoning is really not going to have a chance to address this for its <br />merits, it makes sense that you not go out and schedule a Public Hearing until you have at least <br />heard from P&Z. Theoretically, Planning and Zoning could suggest amendment of the <br />ordinance; you have to have two consecutive reads before you notify the public that there will be <br />a Public Hearing on the ordinance; the ordinance has to go through two consecutive reads in the <br />form that it will be discussed in at the Public Hearing. Given the timetable of everything, it <br />makes sense to hold off now. <br />Council President Buckholtz said to Mr. Schiemann who was here tonight and spoke and many <br />of the people that I see in the audience have approached members of Council, perhaps the <br />Mayor--and have spoken out and given their views. I think that the priority here is not to worry <br />about making the May ballot which I think was maybe unrealistic--but to really give this some <br />serious thought and let Planning and Zoning do its job as the Mayor said. I thinks that's what is <br />important here. Council President Buckholtz asked Mrs. Roman to call the roll. <br />Mrs. Roman clarified that Ordinance No. 2001-32 is going to be on second reading and this is <br />the motion to table. <br />Council President Buckholtz said correct. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Tabled <br />OPEN PORTION - 3-minute limit imposed by Chair. Those who wish to speak must first <br />state their name and address. This open portion is limited to discussion pertaining to the items <br />under "Old Business" only. <br />There were no comments. <br />NEW BUSINESS <br />A motion to approve the Mayor's committee appointments (per memo to Council dated <br />1-11-02) <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to approve the Mayor's committee <br />appointments (per memo to Council dated 1-11-02.) <br />Mayor Rinker said just a point of clarification: it is a bit misleading in the way it is stated on the <br />agenda; the attachment that is referenced which is the memo to Council of 1-22-02 includes not only <br />committee appointments but there are also a number of contract employees.
