2-18-02 <br />Page 4 <br />Mr. Metzung: Mr. Kerver asked what can I do. I said you have to be vigilant. Frankly, he has <br />been. <br />Mayor Rinker: This is not new. This is generally what we have done--maintenance overall. <br />Council President Buckholtz: Maybe if we did a cooperative--if he needs equipment or they <br />need people or we need their help with access, maybe we should do that. <br />Mayor Rinker: We have done that. We have gone in. There were times, historically, where they <br />were not crazy about it where we went in and did some kind of work. The problem is that it is <br />always a band-aid technique. I would agree, to some extent, maintenance is one of the ways to <br />do it but we have constantly been trying. <br />Mr. Metzung: I have talked to the naturalist who continues to trap the beaver. For a while, they <br />wouldn't touch the beaver but they have changed that attitude now. As the problems arise, they <br />trap and remove (which is a change for them.) <br />Council President Buckholtz: How long has Mr. Kerber been dealing with this? <br />Mr. Metzung: Mr. Kerber has been with the Metroparks for quite some time. <br />Mayor Rinker: I think Mr. Kerver has had this since he bought the house. <br />Council President Buckholtz: Have we always had a cooperative relationship with the Parks. <br />Mayor Rinker: It's not that we don't. There have been instances where we thought we had a <br />solution but we ran into an impasse, not only with the Metroparks but with property owners <br />downstream, and there was a lot of human cry. We had intervention from the Corps of <br />Engineers that got a notion that we weren't able to do the work up in there. In all other respects, <br />over the years there has been pretty much an ongoing dialogue between our Service Department <br />and the IVletroparks. The philosophies (as Doug was saying) have shifted over the years, but <br />overall, we have always shared a common border and with all of our personnel we deal with <br />them on a pretty regular basis. I don't think we should give the misperception that we haven't <br />had a good working relationship. <br />Council President Buckholtz: We will keep an eye on the situation. <br />Buildin? - Mr. Samac: All the issues have been cleared for construction of the A1terCare <br />project. I am guessing it will start as soon as we get the first break of Spring. <br />Parks & Recreation - Mr. Thomas: The Recreation Department took 53 skiers up to Holiday <br />Valley today and they are on their way back right now. We anticipate our Teen Adventure Camp <br />will be filled within one week. <br />
