2-18-02 <br />Page 3 <br />Mr. Metzung explained: These are pictures of the existing headwall behind Blueberry Circle and <br />you can see how it is filled up above the existing outlet. This has been ongoing. We have <br />redesigned the outlet there in an effort to make the water go out of the pipe more easily. <br />Obviously when everything backs up, it has no where to go. <br />Mr. Marquardt: T'his thing keeps reoccurring and I don't see a real good solution other than a <br />preventative maintenance. We could inspect this thing every couple of months or so. It is <br />always the beavers that back this thing up. If the Park won't do it, we need to go back there and <br />look at this thing and check it out. If it needs to be cleared out, clear it out. That is the major <br />part of the problem. Every time it isn't cleared out, we get a backup and get Mr. Kerver up in <br />arms and I don't blame him. <br />Mr. Metzung: The backup occurs at this... <br />Mr. Marquardt: I realize but it's the beavers that are blocking the thing up. If we don't keep that <br />clear, it just isn't going to work. You don't have any other thing that you can do to fix it. To <br />me, that is the only solution--to inspect the thing on a regular basis and if it needs to be cleared <br />out, clear it out. <br />Council President Buckholtz: Don't we have a program where Beechers Brook crosses <br />underneath Wilson Mills--we go there on an annual or semi-annual basis and clean that out? <br />Mr. Metzung: We do a semi-annual where we go in and clean it out. That is due to sentiment <br />coming down; that is not a beaver issue. That is more of an every 3 years [someone should] go <br />in there with loaders and excavate. Where it makes the bend at Beechers Brook, it piles up. I <br />don't think we can equate the two. <br />Mayor Rinker: The detention--any discussion as far as engineering on S.O.M.--what kind of size <br />are you looking at to be able to control the flow better? It sounds like it's going to be a <br />combination of things. <br />Mr. Metzung: According to the engineers from URS, they have estimated between 3 and 4 acres <br />would be needed. As Mr. Larsen from URS put it, this is not just for what they are doing as far <br />as S.O.M. widening, it is for correcting some old ills that have occurred. <br />Mayor Rinker: Generally speaking, one of the discussions we have with the Upper 40 <br />concerning the Metroparks is looking at is upstream techniques where we do a little bit here, a <br />little bit there. It would sound like if we were able to come up with an engineering plan, <br />comparable to what we talked about with Upper 40, not only with the dollars with the O.D.O.T. <br />project but also Issue 1 dollars too. <br />Council President Buckholtz: Aside from the big picture and maybe to reinforce it, maybe Mr. <br />Marquardt's maintenance idea is a good idea.
