3-25-02 <br />Special Meeting <br />Page 3 <br /> <br /> <br /> <br />Dr. Parker, seconded by Mr. Ilacqua, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Ilacqua, made a motion to enact Ordinance No. 2002-10. <br />Mr. Ilacqua asked if Mr. Cappello checked Longo Construction's references, etc. and is <br />comfortable recommending them. <br />Mr. Cappello said yes; they have done a lot of work in Lyndhurst. <br />Mrs. Mills asked when they would begin. <br />Mr. Cappello said there would be a pre-construction meeting. (They would begin after that.) <br />Mayor Rinker quoted from Mr. Hovancsek's letter of March 19: "The Village Engineer has <br />reviewed the low bidder, D& A Trucking and Excavating, references. The conclusion made <br />from the references provided was that the water main work performed was for private clients and <br />not municipalities. The second bidder was Longo Construction Company..... Basked on the <br />second bidder's references and experience in municipal water work projects in the City of <br />Cleveland Water Department service district, it is the Village Engineer's recommendation that <br />this project be awarded to Longo Construction Company." <br />He asked Mr. Cappello to elaborate on the experience. <br />Mr. Cappello said Longo has been in business for over 20 years. We are familiar with them. <br />They have done about a million dollars of sewer work in Lyndhurst during the last several years. <br />The Lyndhurst Engineer gave Longo a resounding reference. Mr. Cappello said they checked <br />the references of the low bidder, D&A, and found they had not done any municipal work. They <br />had done work for certain condominiums. They also checked their references and one gentleman <br />in charge did not remember any work being done by them; the other reference did not give a very <br />favorable reference. The company is out of the Canfield area. <br />Mrs. Mills asked when the project will begin. <br />Mr. Cappello said there will be a pre-construction meeting. Work can begin anytime of year. <br />Discussion was held about the Issue 2 application. <br />Mr. Cappello said the bid price is well below the estimate. (The estimate included engineering <br />and inspection costs.) <br />Council President Buckholtz asked if there were any further comments.
