Regular Council Meeting <br />7-15-02 <br />Page 11 <br />Mr. Marquardt said that is correct. <br />Council President Buckholtz said, and we said we could always do that. If we don't come up with a <br />cohesive plan, we can always--I mean, it remains residential. <br />Mr. Marquardt said, but I wasn't in agreement with that statement so don't put those words in my <br />mouth. <br />Council President Buckholtz said no, I don't mean to. I retract that for the record. <br />Mr. Marquardt said this is already residential property and will be sold as residential property. <br />Council President Buckholtz said exactly. <br />Mr. Marquardt said, so we have no reason to buy it but we're moving ahead with it? <br />Council President Buckholtz said, I think that no action is--again, I will allow other people to speak, <br />or Phil--but I don't want to dominate the conversation, but I do have lots to say on this. I think that <br />no action is action of itself. I mean if we allow things just to go without any intervention, then it <br />limits us down the road at opportunities that we have. If we decide not to take advantage of certain <br />opportunities, we can always flip these opportunities. It is not the same as being in the real estate <br />business. <br />Mr. Ilacqua stated, I disagree with that. <br />Council President Buckholtz said, well, that is your prerogative. But, again, I don't want to use this <br />as just an empty, a constant example, but Mayfield Heights. I mean, lack of getting involved and <br />lack of buying certain pieces of property that could end up strategically picked up by other people <br />and amassed in other ways becomes something that we lose total control over. And I know that <br />sounds like an echo here. But, I believe it. I am studying the issue in an academic way at Cleveland <br />State so if I sound like any of those guys, I paid a lot of money per hour to learn that. But there's a <br />lot of communities that are finding this out either after the fact or before the fact. And, I'm just <br />trying to--but I'm willing to work very closely to make sure that everything gets pulled together-- <br />through committees--through.... <br />Mr. Ilacqua questioned, did you work closely in getting that application submitted through the right <br />channels? <br />Mr. Brett answered, I just wanted to say, it's been stated several times tonight that the applications <br />were submitted without approval. The applications were submitted and it was pointed out in the <br />application that no action had been taken on the enabling legislation. If Council chooses not to <br />approve the enabling legislation, the applications cease to exist. It's not that they've been submitted <br />without proper authorization.
