<br />' ") <br /> <br />Regular Council Meeting <br />9-23-02 <br />Page 19 <br />Dr. Parker says I know that we are anxious to get this moving, however, I was just <br />thinking in light of Mr. Scazny's question, maybe it would be a good idea for us to ask <br />Mr. Thomas or the Committee to maybe present or distribute to us a syllabus or outline <br />that might answer some of those questions. I know that some of these costs are associated <br />with purchasing equipment and start up. I think it's a great program. I just think it would <br />make sense for the success of the program to have some structural framework and design <br />that will allow the Committee Members to follow along and obviously they will want to <br />tweak and change things. I think we should get something like that. In order to have <br />success with kids, you want to have good organization, good framework, good goals. <br />That would make it sure that the money is being used well. It's a great program and I <br />support it, that's the only thing I might like to see at this point. <br />Council President Buckholtz said that is fine, of course we wouldn't do it any other way. <br />Perhaps I'm not articulating it very well. We've already prepared a mission statement, <br />we submitted that to Council and a list of all equipment and a list of where we'll be <br />heading, so we will keep Council closely posted. <br />Roll Call: AYES: Mr. Buckholtz, Mrs. Cinco, Mr. Marrie, Mrs. Mills, <br />Dr. Parker <br />NAYS: Mr. Marquardt <br />Motion Carried <br />Expenditure Authorized <br />First Reading of Ordinance No. 2002-33, entitled; " An emergency ordinance <br />authorizing the Mayor to enter into a settlement agreement with the U.S. Department of <br />Justice regarding ADA Complaint Number 204-57-25. Introduced by Mayor Rinker and <br />Council as a whole. <br />Dr. Parker, seconded by Mrs. Mills, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Dr. Parker ,seconded by Mrs. Mills made a motion to enact Ordinance No. 2002-33. <br />Council President Buckholtz asked, discussion? <br />Mayor Rinker asked, when are we slated to do the work here? <br />Mr. Samac said we can do the work, I believe we sort of isolated 5 weeks or so around <br />January/February 2003. <br />
