MINUTES OF A SPECIAL MEETING OF COUNCIL <br />- Mayfield Village <br />October 7, 2002 <br />The Council of Mayfield Village met in Special Session on Monday, October 7, 2002, at <br />9:10 p.m. (following the Council Caucus) in the Mayfield Village Community Room. Council <br />President Buckholtz presided. <br />ROLL CALL: PRESENT: Council President Buckholtz, Mrs. Cinco, Mr. Marquardt, <br />Mrs. Mills, and Dr. Parker <br />ABSENT: Mr. Marrie and Mayor Rinker <br />ALSO PRESENT: Mr. Brett, Lt. Dearden, Mr. Hovancsek, Mr. Metzung, Chief Mohr, <br />Mr. Samac, Mr. Thomas, and Mrs. Roman <br />Council President Buckholtz said basically why we are here is we have 4 additional real estate <br />acquisitions-right-of--ways. Mr. Brett, would you like to talk about those now? <br />Mr. Brett said these are all acquisitions that are taking place on S.O.M. Center Road in <br />anticipation of the widening. I sent to Council a sheet summarizing all of them and these are the <br />ones that are now coming up there that are greater than $2,500. <br />Council President Buckholtz said when you refer to the sheet-you created a matrix of sorts <br />tracking the dollar amounts per linear foot or square footage. <br />Mr. Brett said they are going to vary. <br />Council President Buckholtz said I know they vary a lot they have to do with the terrain and <br />what has to be taken out in terms of landscaping and so forth. <br />Mrs. Mills said some are temporary and some are permanent. <br />Mr. Brett said some are temporary and some are permanent; depending on where the property is, <br />is going to determine how much land is taken and then they look at total acreage and take a price <br />for the estimated value of acreage in that particular section of the Village and the particular <br />zoning that they are in. Then, they come up with an estimate. This is not done by us. This is <br />done by subcontractors of URS (mainly Baldwin & Sours) and Raun ??? who are appraisers that <br />have been approved by the Ohio Department of Transportation. They do the appraisals and then <br />they are reviewed and negotiations set forward. We have certain parameters that we have to <br />meet. Then once the fair market value is established our negotiations are constrained bythat- <br />not ours by URS's. So when they come up with a number and it is agreed to-then it has to <br />satisfy all of their criteria. <br />i ~i <br />
