Special Meeting Minutes <br />10-7-02 <br />Page 2 <br />Council President Buckholtz said having been on S.O.M. widening, I understand that most of it <br />is government work done by rote. And I don't expect any kind of deep analysis but I mean, you <br />are watching for red flags in terms of-I mean one is $3,000, one is $3,500, one is $38,000. <br />Mr. Brett said right. I had faxed to me all the pertinent information for tonight. So, you can go <br />through these. <br />Council President Buckholtz said I am more interested in that they are compiled in a record form <br />and that you are comfortable with it they match up in terms of linearage. <br />Mr. Brett said let me back up. This isn't government doing it by government forms. These are <br />private sector appraisers who are hired by our private sector of consulting engineers. <br />Council President Buckholtz said but they are certified by O.D.O.T. <br />Mr. Brett said they are qualified; they are not certified necessarily. They are qualified by <br />O.D.O.T. so that O.D.O.T. isn't just going to allow anybody. It is much the same way that URS <br />was selected for the process in the Village. They went through a process to be qualified to serve <br />in the capacity of consulting engineers for the project. And anybody that is going to do work <br />that is going to be reimbursed by O.D.O.T. has to be qualified by O.D.O.T. in advance. So, both <br />Emily Brahmin and Roger Sours have been approved by O.D.O.T. in advance for their private <br />sector appraisers. <br />Mrs. Mills asked, can I say this Mr. Buckholtz? I've had occasion to talk to two people and one <br />is Mr. Zako. He was very concerned about (he's the one with the pillars and the arch); he was <br />very concerned about that. In talking with Mike Burgess and Mark Burson and they <br />communicated very well with him and they were able to ascertain this price that we are asking <br />for approval tonight. The other person (I won't mention the name because they are still <br />negotiating) but as last Thursday they were very happy with what they had revamped the <br />roadway plan and the offer that was given them. What they want to see is the purchase <br />agreement so they can go forward and have their attorney look at it to make sure they are being <br />protected property. So, that's where we are. People have called me about some of these issues. <br />The best thing to do if you get a call (and I'm sure you would do this) would be to call Mark <br />Burson and get him on track on this because he has all the figures where Mike Burgess would <br />only have to refer it over to him. <br />Council President Buckholtz said well actually I have. I had a long, lengthy conversation with <br />Arnold Zorn and I learned a lot about the Village and why there is Zorn Lane. I have already <br />been through that and as a matter of fact, I don't know if anybody has seen it, there was an email. <br />I talked with Mike Burgess and another person who is going to be the Project ManagerMr. <br />Neugebauer. He is going to be the guy on the scene for the length of the project. So, I am <br />working to get his cell phone in everybody's pockets. The example that came up on the Zorn <br />property was Mr. Zorn was in the business. I mean, I love that about this Village-is that one of <br />these kind of projects you get 5 people on every street that were in the business. The people <br />doing the work-you guys-they hate that-but we get feedback like why would they-if they <br />are doing a temporary take-why would they knock down a 100-year-old Oak tree if they are <br /> <br />1 <br /> <br />
