Regular Council Minutes 11-18-02 Page 10 ROLL CALL: AYES: All NAYS: None Motion Carried Expenditure Authorized ^ A motion to authorize the encumbrance of $141,000 to URS for the engineering work in conjunction with the Upper 40 Stream Restoration Project, Phase I Mrs. Mills, seconded by Mrs. Cinco, made a motion to authorize the encumbrance of $141,000 to URS for the engineering work in conjunction with the Upper 40 Stream Restoration Project, Phase I. Council President Buckholtz asked if there was any discussion. Mr. Brett said a good portion of this encumbrance will be reimbursed through Issue I grants that we received on the project. Council President Buckholtz said very good and asked, any further comments? There were no comments. ROLL CALL: AYES: All NAYS: None Motion Carried Expenditure Authorized ^ A motion to authorize an expenditure in the amount of $8,700 to BTS to undertake Phase I of a telecommunications analysis Mrs. Mills, seconded by Mrs. Cinco, made a motion to authorize an expenditure in the amount of $8,700 to BTS to undertake Phase I of a telecommunications analysis. Council President Buckholtz asked if there were any comments, questions. Mr. Marquardt said I do not believe that this expenditure is justified. I do not think that we have identified a problem let alone the need for a consultant to investigate it. Council President Buckholtz asked, any other [comments]? Mrs. Mills asked if Mr. Brett wanted to comment on that. Council President Buckholtz said I was going to ask about what the discussion was at Finance- between Dr. Parker or Chief Mohr, Finance approved or recommended this?
