Regular Council Minutes <br />11-18-02 <br />Page 20 <br />as possible through negotiations and without the need to file an appropriation petition with the <br />Court. But once again, O.D.O.T. requires that by the end of the year we can demonstrate to <br />O.D.O.T. that we have either acquired or have the mechanism in place to acquire all the <br />necessary right-of--ways that are required so that this project can proceed on time and there has <br />been enough delays in the project that if we certainly if we miss this funding year, we would <br />probably be set back like the better part of a full year. So what we're passing tonight, or what <br />we're looking to pass is simply a Resolution of Necessity for the intention to appropriate and it is <br />not necessarily an indication that we will need to file that appropriation if all properties are <br />signed prior to, or within a reasonable amount of time which is not the law but we deemed 30 <br />days has been the standard that people are allowed. And many people have gone over that 30 <br />days. If I've left anything out, any other comments or discussion? <br />There were no comments. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Resolution Adopted <br />OPEN PORTION - 3-minute limit imposed by Chair. Those who wish to speak must first state <br />their name and address. This open portion is limited to discussion pertaining to the items under <br />"New Business" only. <br />Mr. Thomas said we deal with recreation activities for kids that are active in recreational activities <br />and we felt there was need to offer activities for kids that don't get highly active in sports programs. <br />We are offering a Chess Program now for kids and we have about 23 kids that are involved in the <br />Chess Program. So this is a program that we wanted to try with students that maybe interested in <br />computers, technology activities, creative art-type programs and that's where we came about with <br />this program. <br />Marge Eisenberg, 6783 Seneca Road, said Mr. Thomas, I would like to ask you what is the purpose <br />and the program of the p Pi Society? <br />Mrs. Eisenberg asked, and that is the purpose of the program? <br />Mr. Thomas said to involve kids that may not get involved with other programs and stuff like that, in <br />regards to the sports programs. <br />Mrs. Eisenberg said I'm sorry; I feel that is a flagrant waste of money. The school system has plenty <br />of money. They passed a 6.91evy and wait until your get your tax bill in January. <br />Council President Buckholtz said thank you for your comments. We appreciate all people attending <br />the meetings and letting their feelings be heard. Anyone else? <br />There were no comments. <br />
