PRD Meeting <br />11-25-02 <br />Page 32 <br />Mr. Marrotte said the people on the Board of Appeals don't have the background that the people <br />on Planning & Zoning have. <br />Council President Buckholtz said I guess what I am asking is what's the future of the Board of <br />Appeals? I mean are we talking about eventually changing the Charter or is there-do you see a <br />line? I want to ask you in particular. Do you see a line? Do you see something that you don't <br />want to touch and should go to BOA, Board of Appeals or do you see other things that--- <br />Mr. Marrotte said I am just trying.to say that on this particular zoning, which is far more <br />complex than whether or not you are going to let somebody put a tool shed 6' from the lot line <br />compared to 10' from a lot line. And this is a lot more complex and I think you need the people <br />who know the most about it and why it was written that way making the decisions. <br />Mrs. Mills said what I was addressing was the fact that Wes and I are on the same page-that <br />he's talking about this particular ordinance and unless Board of Appeals is really up to what is <br />happening and the plans that are brought in by these developers, then it's going to be very, very <br />difficult for them to make a good decision. Am I right? Are we on the same page? We are only <br />talking about this. <br />Mr. Marrotte said right. I am not talking about changing the Charter. <br />Council President Buckholtz said I understand that and I'll recognize everybody but as Chairman <br />I want to make one more point. In the same way that you're talking about we're only talking <br />about this-this document-this zoning. is that correct? <br />Mrs. Mills said correct. <br />Council President Buckholtz said but we're also only talking about this period in time. I mean <br />we're only talking about-you're talking about the members of these committees that are <br />currently serving on them-you are talking about--- <br />Mayor Rinker, Mrs. Mills and others said no. <br />Mayor Rinker said I mean the analogy-it's a little torture-but- <br />Council President Buckholtz said let me just get the thought out. I mean, you personally or the <br />members of this body worked on this document but down the road the people that may sit on <br />P&Z don't know this anymore than BOA. If all you guys moved to BOA and new people came <br />on P&Z--- <br />Mrs. Mills said no, not true. When you go through Planning & Zoning and you look at the plans <br />and you go through from Day One when they bring in that set of plans, or preliminary site plan, <br />and you start working with them at Planning & Zoning, you're really working-you're like <br />building this whole complex. <br />
