PRD Meeting <br />11-25-02 <br />Page 33 <br />Council President Buckholtz said so you're talking about the difference between a development <br />or somebody that's building something or rebuilding something as opposed to somebody that's <br />making a modification on their property. Is that the distinction you are drawing? <br />Mrs. Mills said yes. <br />Mrs. Cinco said I think his point was that, as opposed to Bill Marquardt's that we need to keep <br />that in Planning & Zoning. <br />Council President Buckholtz said I understand that's the point but I just wanted to understand <br />where he's drawing the line <br />Mayor Rinker said the concern, I think, is when you talked about people who were there. It's not <br />the personnel, it's the roles that they play. <br />Mrs. Mills said yes. <br />Mayor Rinker said and I think that's what Bill's talking to; what we're both talking to. <br />Mr. Marrotte said I'm not talking about personalities or anything like that... <br />Council President Buckholtz said no, I didn't mean that. I just meant you guys worked on this <br />document but in the future-but I understand the personnel thing-you're saying you worked on <br />a project, when a developer comes in and somebody wants to take a tract of land and work on it, <br />they start with P&Z and they work with P&Z, they go through a number of stages. Whereas, <br />you're saying that the Board of Appeals is more for apre-existing situationor, they may get <br />variances thrown at them by a developer, but--- <br />Mayor Rinker said P&Z deals with the paragraph, BZA deals with punctuation. <br />Mr. Riter said I will say based on experience with a neighboring city government, that I actually <br />was very surprised when I moved to Mayfield Village because in the neighboring community all <br />variance requests start with Planning & Zoning. If there is a turndown at Planning & Zoning, <br />then they have an opportunity to go to Planning & Zoning Appeals, which is the separate board. <br />Well I think Wes is absolutely correct. I think that variances should start with Planning & <br />Zoning and that may in fact mean at some point that we look at changing the processes. But <br />Patsy and Bill, I mean both of them have sat on P&Z during the time I've lived in the Village <br />and Wes, they know the processes of the projects they are working on. So when it gets down to <br />the punctuation, they know what the developer is coming in with, why he's coming in with it; <br />and/or the person that's making the change to their property. And they know exactly what's <br />being requested. So, I do think the process could change and could be very, very positive. <br />Council President Buckholtz said so let me try to recap this real quickly right here. So what you <br />are saying is Planning & Zoning, if they have a positive attitude or a positive or an affirmation of <br />a variance involved in a project of this nature, it goes straight to the Council. <br />
