Regular Council Meeting
2-17-03
Council President Buckholtz said on March 3`a
Mr. Riter said have the public meeting and then the Caucus and a special meeting.
Council President Buckholtz said I understand. Then we will make that a---
Mr. Metzung said if there are any changes that need to be made-all we will be voting on is a
resolution for the Mayor to sign the notice of intent. So if we need to make any changes in the
final draft, we can do that before it is submitted on the l Oth
Council President Buckholtz said thank you, Doug; thank you, Mrs. Cinco.
SPECIAL COMMITTEE REPORTS:
S.O.M. Center Road Widening Working Committee - Mrs. Mills said we have Ordinance No.
2003-03, An emergency ordinance authorizing the advertisement for the bids for the construction
of S.O.M. Center Road. Doug, do you have any information from URS? I see the old telephone
poles are all gone. The gas line-is it finished?
Mr. Metzung said the gas line is being installed. They stated, I believe they said 6 weeks to
complete that work. And I have not seen them dig much the last-you know, Friday and today, I
don't think they were out because of the cold. Good company, though. Bill Hawk is one of their
better contractors.
Mrs. Mills asked, is there anything else on the S.O.M. widening then?
Mr. Metzung said no just that we've-apparently we've found a new home for the north bike
path that is just a little farther south than the original location. I don't know if that was discussed
at the last meeting or not. We seem to have found a home that is in agreement with the
Cleveland Metroparks, still working on drainage issues with them, but at least the location of the
bike path is secure.
Mayor Rinker said and just in conjunction with that, this Thursday I'm going to be in front of the
Park Board they eviscerated the trustees. For .6 acres that we need for Metroparks this has
been the lynch pin in our application for review by O.D.O.T. so it's the final piece of the puzzle
to put in place so we can go out to bid spec-but we've had to make 2 different relocations of the
original plan for the bike path and then we've had to make adjustments and drainage to do that.
And yes, we do think we finally worked out a drainage technique that meets the satisfaction of
Park personnel. They were concerned about either inundating Buttermilk Falls or washing out
the warblers. So, I think we've gotten everything pretty well straightened out. No, I mean, it is
interesting because as we go through this and we try to communicate; the communication of
information from one entity to another is-you can get it to their door, but once it gets inside, it
goes through many twists and turns as the waterways themselves within the Metroparks but we
think we're finally there.
