Special Council Meeting
2-24-03
Page 12
Council President Buckholtz said and he's not O.D.O.T. but I'm just demonstrating that everything
from the Zako's-not everything but Zako's property and Falkner's property have been two
properties that I can honestly say that I'm aware of have been on just being looked at or saying
wow, they kind of-they're not contiguous, but they mark certain main points along the way. So I
would like to recommend that we have a planning session, that we have a sit-down and hammer out
some of these things but not at the expense of going to the Issue One grant.
Mayor Rinker said let me just add-and the trail I think has always been-to me it should be
beguiling but to those that iYs anathema, what I return to is that in every one of these properties that
we've acquired, I think that they stand on their own. But eventually my plan is to see that they join
together and I think that the whole will be greater than the sum of the parts. ThaYs all I wanted to
say.
Council President Buckholtz said Councilman Mr. Riter.
Mr. Riter said thank you. I'm still reeling from anathema. What is anathema, Mayor?
Council President Buckholtz joked I had it last week, my wife has it this week....
Mr. Riter said I'm in favor of the resolution. I think we need to get a113 items in front of Issue One
and see what kind of funding we can get. I think what's been negotiated with the Falkners is
, tremendous. It's obvious that the Falkners are very, very interested in working with the Village in
getting this property in the Village's hands for parkland at a price that is under market value and I
think that this Council should, you know, show their intent and move forward. And what I'd like to
do after we pass this resolution is put forth a motion stating the intent of Council to support the
Mayor's efforts to acquire the Falkner property for use of parkland for the Village. I think it's that
important on this particular property that we really stand up and---
Council President Buckholtz asked, what about Zako?
Mr. Riter said I think that the way that the Falkner property has been positioned with a 3-year
payout, it's under market value and this is one that we need to stand up and put our best foot forward
and support this. I think the other property, while it's very, very good, I think it's something that we
can have a discussion on and we should, considering the use to the building, the maintenance of the
building, getting it ADA compliant, I mean there's a lot of other issues with that property. With this
property I think that whether it was Phil, Joe Diemert, the Mayor, whoever was involved in
negotiating it, I think they did a great job and I think this is a unique opportunity to, you know, to
step forward to state that this is the time to take this opportunity and put this in the Village's pocket.
So my plan is to introduce this motion after we pass this resolution.
Council President Buckholtz said thank you for articulating what I was attempting to butcher. Mrs.
Mills, do you have a comment?
Mrs. Mills said yeah; my only concern would be, really, the Zako property. I wouldnt like to see a
; cloud on the title as far as not being able to do something that would be beneficial to the Village. I
am sure the wordage could be such that at any given time that the Village could not facilitate that
