Cinco said $550,000. <br />Mayor Rinker said $550,000? Oh, it's $550,000 from Falkner. We're going to pay $450,000 but he <br />gets up to $200,000 that's his annual amount with the IRS-so that's why I was thinking $650,000. <br />The idea of breaking it up into 3 parts is because he has back land that is high; iYs an upland area; <br />he's got frontage that's upland and the rest is all stream basin. So we haven't worked out the details <br />exactly how to subdivide it. The goal would be to take either the street portion of the property, <br />submit that with an Issue One application right now and see what we can do; either a straight-out <br />grant or some contribution, some portion. The other reason this property is strategic to us is that <br />we've talked before about trying to get a commitment once and for all from O.D.O.T. for the <br />underpass that's there. And O.D.O.T., we've had this in the plans for 2%2 - 3 years when Phil and I <br />(and we took Dave Hartt along) were in front of the TRAC Board for the ISTEA enhancement <br />funding back at the end of last year we went from, on the Enhancement Grant Application, from <br />going nowhere at least being to level2. It's an alternative form of funding. Sitting on that board <br />were Dave Coyle, Dale Schiavoni, and a member of NOACA (this is a different funding arm). At <br />every turn what we've tried to do is make it abundantly clear that with the road widening and the <br />land tliat we are acquiring we are creating park-like amenities at strategic points. And this is one. <br />The underpass is something we've been talking about for a number of years. And it unites east side <br />and west side; it's a southerly nexus point and we had the one in the north; in the north end they <br />have approved without any question; the south end they still have not gotten there yet; we are more <br />confident than not that they will but again, part of the strategy is that by demonstrating to O.D.O.T. <br />once for yes, we have a park in this area, both sides of S.O.M. at that Beechers Brook crossing we <br />are creating a park. And we're setting up a meeting in the next several days this time one on one to <br />meet with Dave Coyle and Dale Schiavoni from O.D.O.T., strictly dealing with O.D.O.T., getting to <br />nail this thing down so that we can get this put to bed once and for all. I think that the Falkner <br />property juxtaposed at this crossing point is all the more reason for us to put our money where our <br />mouth is, put our money in land that I think stands alone, has the extra benefit of leveraging <br />O.D.O.T. dollars so that O.D.O.T. is building the underpass and we don't have to get caught up in <br />any further discussion about who's building that underpass. The underpass is probably a$4 <br />5,000.00 cost factor in of itself. That's to change the project. So, to me, the 3 reasons are: (1) the <br />property in of itself; (2) it leverages the underpass with O.D.O.T.; (3) we have the opporiunity to <br />recoup those dollars that we spend at any time. So that's why I want to move forward. <br />Mr. Marquardt asked, how many acres is this? <br />Mayor Rinker said it is 4 1/3. <br />Dr. Parker asked, if we had to remediate any wetland issues, is any of this property applicable to <br />that? <br />Mayor Rinker said I don't think it's been delineated so I don't know the answer to that. I would <br />suspect that there are some areas where the soils and the plants probably have some wetland <br />treatment but I think those would probably be manageable.
