Special Council Meeting <br />2-24-03 <br />Page 4 <br />Mr. Marquardt asked, so is this resolution only to authorize the going after the Issue One funds? <br />Mayor Rinker said that is correct. <br />Mr. Marquardt said this does not authorize the purchase of any properties. <br />Mayor Rinker said no but they are hand in glove and I am asking for that authorization. If you need <br />more time between now and whenever, you need more time. But because these two are wedded <br />together logically, I'm not going to sit here and tell you, just make the authorization and don't worry <br />about it. No; I want you to worry about it. But technically I think the only thing that this Council <br />has to do so that we can submit the applications and that authorization unless--- <br />Mr. Brett said the applications require a purchase agreement in place. The purchase agreements are <br />all prefaced and Joe can verify this, contingent upon approval by Council. So, there is a requirement <br />for the purchase agreements but the purchase agreements state that those purchase agreements are <br />contingent upon---- <br />Council President Buckholtz said so we could win the award but if we didn't have the purchase, if <br />we didn't go forth with the purchase of the land, we would lose the award. <br />Mayor Rinker said no; I think what he's saying is that the purchase agreement is specifically <br />attached to the application. They are assuming we are in. good faith representing to them that we are <br />planning to buy this property. In terms of the actual timetable, there is still a grace period for this <br />Council-but to me we are putting our best foot forward when we say we are making the <br />application, we are planning to buy the property. <br />Mr. Marquardt asked, is the purchase agreement contingent on it? <br />Mayor Rinker said, is the purchase agreement contingent on Issue One? No. <br />Mr. Marquardt said so then we are actually voting to purchase this property is what you are saying? <br />Mayor Rinker said for Issue One, no; technically you are not. But we are including the purchase <br />agreement that has to be ratified by Council. So if we represent that we are applying for Issue One, <br />we are representing that we are confident that is something that Council will ratify. Whether we <br />have or not yet I don't think is crucial to the application--- <br />Mr. Marquardt asked, so we are in essence voting to purchase this property? <br />Mayor Rinker said yes. <br />Council President Buckholtz said good point, Mr. Marquardt. Could we get a time frame, if I may, <br />like Phil usually knows this, I don't know but like a time frame of, okay, the Issue One application <br />has to be in when? <br />Mr. Brett said Friday.
