Special Council Meeting
3-3-03
Page 3
cleaning, while we only do that once a year and that's all we asked in the report, that may be an
area that they come back and say you may need to try a little harder. But that's one of the few
areas that I think that we may have any trouble in regard to this plan. If anybody has any
questions, I will certainly be happy to try to answer them.
Council President Buckholtz said Doug, I have a question. It looks good. It looks like, you
know, you guys did a great job and we are on top of a lot of those things. I mean, I don't know if
directly like when we pick up paint and those kind of things, that's exactly what would be illicit
discharge and so forth.
Mr. Metzung repolied yes; that would be under good housekeeping.
Council President Buckholtz said and I want to thank you for, you know, the preliminary concept
of pulling some numbers together that we asked you, actually Mr. Marquardt had asked for it.
You know, and I hope we can get some follow up with that just as it moves along. I know it's
detailing-like you're saying it doesn't seem like it's going to be that costly as far as an ongoing
program. Projects make it costlier-individual projects like a detention basin-but not different
than something like you probably would've had to do anyhow.
Mr. Metzung said correct. Council President Buckholtz said but the fact that one member of the Service Department goes
out for "x" number of hours with a health inspector, you know, just keep us apprised of how
much they are requiring us to do and so forth, you know, man hours etc.
Mrs. Cinco said we discussed this at Safety & Service and a lot of these costs we are incurring
anyway as you probably noted. Again, it might be twice a year for street sweeping, but other
than an extra service expense, again, it's not a costly kind of thing. And keep in mind it's a plan,
it's hard to put numbers on a plan. And again, some of the things that are required will be done
by the developers eventually, so these are all things to remember.
Mr. Riter said before we vote on this, I'd just like to recognize some of the members of the
committee. This was not an easy document to draft. It was many, many months of work. It was
meetings in the Village, it was meetings in Willoughby Hills. I'd just like to recognize, you
know, Mr. Metzung, Bernie, Tom Cappello from Steve Hovancsek's office, Joanne Cinco who
chaired the committee, Tom Marsalis, Jerry Catalano who were our resident representatives,
Debbie Garbo. We met for many, many months at 7:30 a.m. and the committee did a great job to
get this done before the deadline. And we were given a very strict deadline by other segments of
government to get it done so I'd just like to thank everybody for all the effort they've put into it.
Council President Buckholtz said I think that reflect all of Council's....
Mr. Metzung said also, Mr. Chairman, a huge thanks needs to go to the two Watershed Groups
and NOACA for the time that they put in on this. They really were the saving grace because 2 or
3 months ago nobody even had a template to work off of. And until they went ahead and did it,
there were a lot of people lost in space.
