Minutes of the Regular Meeting of Council <br />Monday, May 15, 2017 <br />Page 8 <br />to a non-profusing cardiac rhythin. Typically, you don't know from normal to a non- <br />shockable rhythm which would be asystole which is what this event was. Your heart goes <br />through a period of tiine where it goes froin a regular profusing rhythin to a disorganized <br />rhythm and then eventually it goes to a rhythin where there is no electrical stiinuli which <br />does not perinit us to defibrillate soineone. Even with the implementation of this <br />legislation we are not going to be forcing soineone to put it in place immediately but it just <br />inakes sense to inove forward with it because it is not really about anything except saving <br />someone's life. I know there was some question or concern as to the financial iinpact but I <br />also wanted to bring up that Mayfield Heights just passed last year legislation for every <br />business in Mayfield Heights to install security carneras. That was a sweeping change that <br />affected every business in Mayfield Heights. This is only to specific businesses that have a <br />life safety hazard that this could help. That's why I was interested in moving it forward. <br />Council President Saponaro asked, in that exainple, if the business would have had an <br />AED, what could have potentially been the outcoine? <br />Chief Carcioppolo replied, if they had an AED, they could have attached it to the person <br />and the difference in time may have been the difference between having a rhythm that <br />could have been shocked and not so if you have that rhythin and the monitor recognizes it, <br />it will allow the person to initiate a defibrillation but the more time that passes and even <br />with good CPR you need to have early 911, early CPR, early defibrillation. Everything has I <br />to work together. <br />Council President Saponaro added, to make a difference in that situation. <br />Chief Carcioppolo replied, yes. <br />Council President Saponaro asked, what other questions or comments does anyone have? <br />Mr. Jerome asked, so if this would have been a business that would have fallen under this <br />ordinance, it would have had at least one on site? <br />Chief Carcioppolo replied, yes. <br />Mr. Jerome asked, were Police dispatched? Were they on site before Fire had gotten there? <br />Chief Carcioppolo replied, I don't know that. <br />Mr. Jerome asked, are we getting our own AED's? <br />Chief Carcioppolo replied, I don't think they actually have them yet. <br />Mr. Jerome asked, we are in the process of getting those? <br />Chief Edelman replied, we don't have thein in the cars yet.
