Minutes of the Regular Meeting of Council
Monday, January 29, 2018
Page 14
Mrs. Mills replied, yes. All the time.
Council President Saponaro stated, then Mrs. Mills, if this is something you would take on that
would be greatly appreciated. Mr. Schutt, if you could serve as an alternate?
Mr. Schutt replied, sure.
Council President Saponaro stated, Mrs. Mills, thank you. I appreciate it. The other item, I think
we can approve the Committee selections, however, we did talk about Finance and Safety and
Service at Caucus. Mr. Marquardt, you brought up your thoughts on that. If you would not mind
repeating what we talked about since you spearheaded that?
Mr. Marquardt stated, I would like to suggest we move our Finance and Safety and Service to the
Caucus meeting. They were scheduled in the past. We did them separately before. It's not
necessary. We just repeat everything at the Caucus meeting. There's really no purpose for those
meetings. Discuss it here, get a resolution, move things forward for the Regular Council meeting
and it will work just as well.
Council President Saponaro asked, when you say move it to Caucus, I just want to be clear, you
are saying get rid of or stop the Finance Committee and Safety and Service Committee and just
handle everything in Caucus which is our workshop and the place to discuss it.
Mr. Marquardt replied, right.
Council President Saponaro stated, okay. I just wanted to be clear on that. What are are other
Council member's thoughts and comments on that? Dr. Parker stated, in the past, obviously we have always had those two meetings sepaxately and
they were on separate nights. Certain items that went before Safety and Service were referred
over to Finance and sometimes things had to be reconsidered and reworked. It certainly does
sound like an efficient way to do it. I am not opposed to doing it that way per se. It would reduce
the amount of reiterating of issues that we talk about akeady and then have to bring it up in
Caucus and then have to bring it up in Council, but there is some validity to having a separate
meeting having Council representatives represent those Committees and do their work and bring
that to Council. Council does not have to have everyone working on an issue to be efficient. I
am not opposed to doing them all in one. I am just bringing up the idea that sometimes having
those Committees separate might allow those Committees to work a little bit more efFiciently on
the projects. When we bring it to Council, what we typically do is if someone had a problem
after reading the Minutes, they bring it up either in the Caucus or in the Council meeting. It's
worked like that for a long time. I could go either way. I don't know whether eliminating those
two Committees that are probably two of the most important Committees for many many years.
Is it necessarily a good thing? We could try it. We might decide we don't like it. There is some
validity to keeping them separate and keeping them on separate days because they do bounce
back and forth between each other in ways. Things are sent to Finance. Sometimes things are
sent back to Safety and Service. I have mixed feelings on it. I mentioned it last time. It's a
major move for us to do something like that.
i?
