Minutes of the Regular Meeting of Council <br />Monday, January 29, 2018 <br />Page 15 <br />Council President Saponaro asked, anyone else? <br />Mr. Marquardt stated, meetings were initially initiated because you did not have it open to the <br />public. They were held separately. The public was not invited. The public now can be invited <br />and is invited but they never fit in that room. It is productive to have it in this room. <br />Council President Saponaro stated, I don't think anyone is looking by Ordinance to get rid of <br />Finance or Safety and Service. My thought was we still have assignments of people to it. <br />However, really it's more on an as-needed basis if we need a separate meeting separate from <br />Caucus and do the work in Caucus to really have engagement with every Council member. <br />Dr. Parker asked, would there still be reps who would vote? Not all Council members would <br />vote on those Committees then? Is that what you are saying? <br />Council President Saponaro stated, what I am saying is that we would have the Caucus meeting. <br />If there was a need for a separate Finance Committee meeting or a separate Safety and Service <br />meeting then the reps assigned to it, if there was something to be approved or voted on, they <br />would vote there and bring it back to Council. For Finance, we have two meetings now, before <br />Caucus and before Council. Safety and Service is before Caucus. The problem is that by the <br />time we get in to Caucus, we say, Finance Committee met, we have 12 items on the agenda for <br />approval. <br />Dr. Parker stated, there is a lot of rehashing of information. <br />Council President Saponaro stated, it's rehashing, but there is not a lot of discussion that goes on <br />here. People can read Minutes, but I think it would be beneficial for all of Council to participate <br />in that. I understand the reasoning for it in the past, but I think we are evolving. I am not <br />suggesting that we disband or get rid of the Committees. I am listening to what Mr. Marquardt <br />has to say. Let's try it in a Caucus setting and only have Safety and Service and Finance on an <br />as-needed basis. <br />Dr. Parker stated, that's fine. <br />Council President Saponaro asked, Mrs. Mills, Mr. Schutt, Mr. Williams, Mr. Meyers, do you <br />have any comments regarding what Mr. Marquardt has to say to try it in a Caucus setting and <br />only have Finarice and Safety and Service on an as-needed basis? <br />Mr. Williams stated, I love your evolving. It's time for change in iny opinion. I have been on <br />Council for the last two years. I support Mr. Marquardt's recommendation that we keep the <br />Committees as assigned, intact. <br />Dr. Parker stated, that's a good approach. <br />Council President Saponaro stated, okay, so that being said, with that one change to Historical <br />Society where Mrs. Mills is now the rep and Mr. Schutt is going to be the alternate, you have
