Minutes of the Regular Meeting of Council <br />Monday, January 29, 2018 <br />Page 28 <br />Mrs. Mills, seconded by Dr. Parker, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All Motion Carried <br />NAYS: None Rules Suspended <br />Mrs. Mills, seconded by Dr. Parker, made a motion to enact Ordinance No. 2018-04. <br />Council President Saponaro asked, discussion? <br />Mr. Wynne stated, in 2015, the State of Ohio required all municipalities to totally redo <br />their income tax legislation to be more business-friendly and adopt the State rules. In <br />2015, we passed 2015-23 which is an ordinance reflecting the changes made by House Bill <br />5. In 2017, the State of Ohio passed House Bill 49 which made some changes to that. <br />None of those changes affect us monetarily, it's merely just verbiage changes on House <br />Bill 5. We are required to have this legislation passeci by the end of January 2018. <br />Council President Saponaro stated, thank you. Any other questions regarding this? <br />There was none. <br />ROLL CALL: AYES: All Motion Carried <br />NAI'S: None Ordinance Enacted <br />• First Readinlz of Ordinance No. 2018-05, entitled, "An Ordinance appropriating funds <br />for current expenses and expenditures for Mayfield Village, Ohio for the period from <br />January 1, 2018 and ending December 31, 2018 and declaring an emergency." Introduced <br />by Mayor Bodnar and Council as a Whole. (Finance Department) <br />Mr. Wynne stated, the budget needs to be passed by the end of March. This is the First Read. <br />We will be discussing the budget throughout the next couple months. <br />Ordinance No. 2018-05 moved to Second Read. <br />• First Reading of Ordinance No. 2018-06, entitled, "An Emergency Ordinance <br />authorizing and directing the Mayor and President of Council to enter into an amendment <br />to Stormwater Project Agreement with the Northeast Ohio Regional Sewer District." <br />Introduced by Mayor Bodnar and Council as a Whole. (Finance Department) <br />Council President Saponaro stated, this will also be moved to Second Read, although I know that <br />we did learn some information regarding the easement that has been granted. I know we are <br />checking into that as well to make sure that if Council were inclined to vote this down, what <br />impact it would have in tenns of the easement on the Village, on the residents, and so forth. We <br />are reviewing this to make sure we have adequate and accurate information to provide. <br />Ordinance No. 2018-06 moved to Second Read.
