Minutes of the Regular Meeting of Council
Monday, March 19, 2018
Page 22
homeowner. We had nothing for the aprons and treelawn area. This is carrying that same theme;
to say this is your responsibility. Council President Saponaxo asked, to be uniform and consistent?

Mr. Metzung replied, correct.
Mr. Coyne added, technical changes.
Council President Saponaxo stated, very good. So, this is on First Read this evening. It will be
moved to Second Read at the next Council meeting.
Ordinance No. 2018-14 remained on First Read.
• First Readirig of Ordinance No. 2018-15, entitled, "An Emergency Ordinance
amending Codified Ordinance Section 351.03 relating to parkirig prohibitions."
Introduced by Mayor Bodnax and Council as a Whole. (Law Department)
Mr. Metzung stated, thi-s kind of stems from vehicles being paxked at this parking lot.
Council President Saponaro asked, in our parking lot?
Mr. Metzung replied, correct. It's becoming an issue when we try to plow. .
Council President Saponaro stated, very good. If there are any questions on this, obviously we
can talk about it. We will keep this on First Read until our next Council meeting.
Ordinance No. 2018-15 remained on First Read.
• First 12eading of . Ordinance No. 2018-16, entitled,' "An Emergency Ordinance
amending Chapter 176 of the Codified Ordinances of Mayfield Village, Ohio regarding
municipal income tax." Introduced by Mayor Bodnar and Council as a Whole. (Law
Department)
Mr. Wynne stated, this has to do with that one provision in House Bi1149 that RITA told us not
to incorporate in the last legislation passed that had to do with the net profit tax collections.
After the decision was made in the Franklin County lawsuit, they have given us language that
they recommend us implementing into our.Ordinance. They are appealing the Franklin County
decision. The legislation reflects that by only incorporating by reference the House Bill 49
section so that in the event that the appeal is won by the municipalities, it's very easy to reverse
what is being approved. Mr. Coyne, do you think we should pass this on emergency this evening
or do you think we can go three reads on it?
Mr. Coyne replied, you may want to because it is moving. You may want to do it on an
emergency basis tonight.
