Minutes of the Regular Meeting of Council <br />Monday, March 19,2018 <br />Page 28 <br />Mr. Coyne stated, Council President to Councilman Marquardt, again, I am still soinewhat <br />new in the saddle but when it's three readings, it means just that. So, you can vote against <br />it. If the majority of Council votes against it on the third reading, it doesn't pass. <br />Mr. Marquardt stated, I am saying, on all these first readings here, they should all go to <br />Caucus first to give everybody a chance to know what they are talking about, then go to <br />Council to vote or not vote on it. <br />Mr. Coyne stated, I would agree, but it- depends on when that information is presented, to <br />the Administration 'or to the Council President. That really depends. Although the <br />Resolution concerning the State Board of-Education was passed on the 14th of February, it <br />depends on when you want to act on it. I can only say that when we are asked to prepare <br />the ordinances through the Council or the Administration, we do so. Mr. Marquardt stated, it should be presented at the Caucus meeting first. <br /> <br />Mr. Coyne stated; I can't agree or disagree with that. I am just saying that as a public body <br />you are meeting. If it is three readings, it is open to the community for essentially six <br />weeks. . Dr. Parker stated, I would agree with Mr. Marquardt's sentiments. Oftentimes that is the <br />case where these things could have been done in Caucus prior and then we are not forced to <br />vote on things and discuss tliem at this po'int, so I agree with you. <br />Council President Saponaro asked Mrs. Betsa to speak about the resolutions. <br />Mrs. Betsa stated, the resolutions were discussed. They were on the opening of the bids <br />and programs and projects. You just didn't have the resolution in front of you accepting <br />the bids. The resolutions on the NOPEC grant and Boating grant were provided at Caucus. <br />The only one not provided was tlie one in opposition to House Bill 512 because we just <br />found out about it late last week. <br />Council President Saponaro stated, generally, we try to put everything on Caucus. <br />However, if something comes up and it seems to be of a timely nature that we need to act <br />on it or at least get it to Council, it will go on. The discussion before us is still open to <br />discuss this Resolution. If we are done discussing it, then I will ask for a Roll Call.
