Minutes of the Regular Meeting of Council Monday, March 19, 2018 Page 29 • First Reading of Resolution No. 2018-11, entitled, "An Emergency Resolution authorizing Mayfield Village to accept the bid of Cliagrin Valley Paving, Inc. for the .2018 Road Program Project." Introduced by Mayor Bodnar and Council as a Whole. (Law Department) Council President Saponaro asked, is this something that needs to be suspended? Mr. Cappello replied, yes. Counc'il Presiderit Saponaro stated, the one thing we do need to clarify and I will point this out is that. if we have motions or ordinances that are not required to be passed on an emergency basis, we shouldn't have the verbiage that says emergency on there, unless I am reading this.w"rong. I would rather see it say, an ordinance amending, an ordinance doing something, but if there is an emergency, I"think that we need to be clear that there is an emergericy and what it is and when it is being brought so that Council in our packets have an understanding of why this needs to pass. If there is a timeliness issue, if there's a support issue, whatever the case may be. It may be an emergency for various reasons. I think it would be easier and better if we had clarification in our packets and communication regarding that. If our packets have already gone out, we should be communicated with regarding these types of things just so that everyone is in the know and no. one is reading this for the first time.. Mr. Marquardt stated, I think the emergency has to do with wheii you can actually apply the thing. Council President Saponaro stated, that's why I am asking the question. I don't know. Mr. Marquardt stated, I think that is what it refers to. You can pass the thing.but you can't apply it unless you have the emergency. Mr. Coyne asked, what do you mean by applying? I am not following the question. Mr. Marquardt stated, I think it is if you pass the thing, if you don't have the words emergency in there, you can't apply it immediately. Mr. Coyne stated, right. When it's emergency, it's passed immediately. Council President Saponaro asked, it's passed immediately or it's passed in three readings? : Mr. Coyne stated, it's passed immediately. Council President Saponaro asked, so if there's three readings, it shouldn't say an emergency ordinance? Mr. Coyne stated, no.
