Minutes of the Regular Meeting of Council <br />Monday, March 19, 2018 <br />Page 30 <br />would not satisfy the emergency requirement: However, it would satisfy the requirement for an <br />approval for a-first reading, so then it would fall back to a second and then a third reading. . <br />Mr. Marquardt stated, I think the emergency thing says if you pass it on the third reading, you <br />still can't activate it until we get through the emergency. <br />Mr. Coyne stated, the third reading you would be passing it like it was normal legislation. <br />Mr. Marquardt stated, I am. not sure about that, but okay. <br />Mr. Coyne stated, if it doesn't pass as an emergency it still can pass, but it still has to go through <br />the xeading process.. <br />Council President Saponaro asked, if it passes as an emergency, then when is it effective? <br />Mr. Coyne replied; it is effective immediately after passage. Council President Saponaro asked, and if it doesn't pass as an emergency, it passes on three <br />reads? Mr. Coyne.replied; it would be three readings, but again, on a third reading, people could change <br />their votes on a third reading and it doesn't pass. <br />Council President Saponaro stated, I understand that, but when it does pass on a third reading, <br />not an emergency, when does it become effective? <br />Mr. Coyne replied, I think actually it's 30 days after passage. <br />Council President Saponaro asked, so you are talking about effective date? <br />Mr. Marquardt stated, but if you have emergency on there, it becomes effective immediately on <br />the third reading. Otherwise you have to wait 30 days. <br />Council President Saponaro stated, so I guess that's what I am trying to bring up here. We need <br />a clarification on what an emergency means, because an emergency means two different things <br />here and I just want to be uniform on what we are trying to accomplish here. . <br />Mr. Marquardt stated, that's why that's on everything. <br />Council President Saponaro stated, right. I understand that, but we have one that says an <br />ordinance instead of an emergency ordinance. <br />Mr. Marquardt stated, you still have to wait 30 days after you pass the thing. <br /> <br /> <br /> <br />Couricil President Saponaro stated, right, but again, I think there needs to be clarification on that. <br />Right? What did you want to say Mrs. Wolgamuth?
