Miilutes of the Regular Meeting of Council ..
Moiiday, May 21, 2018
Page.6
Ronald Wynne (Finance) - Tomorrow, T have a Tax Incentive Review _Committee meeting
downtown at the County building where they review the performance of our TIF Agreemerits
with the County. I don't anticipate any problem with that meeting and the approval of the TIFs.
Our property and casualty insurance renewal is up July 1St. I have been working with our
consultants iri getting numbers together aiid filling out applications. Hopefully we should have
the quote for the renewal in time for Caucus next month. We a1•e also requesting quotes from a
plan called NORIVIA which stands for the Northeast Ohio Risk Management Assoeiation, a
consortium of Northeast Ohio communities that are part of an insurance pool. We should have a
competitive quote from them to compare with our quote from our current insurance broker. The
last item is, I don't know if Council recalls; in 2017 we changed how we were funding a portion
of our medical plan. We had the MERP plalz, the Medical Expense Reimbursement Plan for our
employees. We decided to phase that out last year and move towards an IIRA arrangement. So .
2017 was the last year for the 1VIERP. The HRA is 100% in place this year. Taking a look at
doing a final accounting; if we had fully funded the MERP as we had in prior years, the.cost last
year would have been $242,000 but because of the phasing out of the MERP and the movement
towards the HRA, our cost was only $141,000 so we encled up saving $101,000 by inaking that
change.
Council President Pro Tem Williams- asked, any questions to Finance?
There were none.
Anthony J. Coyne (Law) - The only thing I note for Council, if you recall, at a prior meeting
there was a discussion regarding. orclinances, resolutions and making motions for entering into
contracts for appropriating funds. I put a memo together outlining. that procedure and how you
might want to give consideration to maybe making some changes.. If you think that's too many
resolutions to be made, we can discuss it :now or we can wait until the Caucus to give you an
opportunity to digest the memo..
Council President Pro Tem Williams stated, unless there are questzons, I would like to
recommend we discuss this at the next Caucus. Thank you for putting that together. Any '
questions or comments for the Law Department?
There were no comments or. questions.
Shane McAvinew Senior Services -_Last Friday we had our Anniversary Party. We had 60 seniors attend:
It. was a very nice, day. The Mayor attended. It was enjoyable. We had. good food and
cake. It was a good day. The next trip for the Senior Center is Wartlier Museuin and
Sugarcreek on July 18"'. We have a Poot Clinic comii?g up on June 8t" and June 22°d.
The June Lunch `N Movie at Govemor's Village will be on the 20t". The cost is $5:00.
You have to pre-register. The June CPA Lunch `N Movie is on the 13"'. That is $5.00.
Reservations must be made for the event.
. Commission on Aging - the next meet:ing will be held on Thursday, July 12"'. Al] are
invited to attend.
