Minutes of the Special Meeting of Council <br />Monday, June 4, 2018 <br />Page Z <br />A planned residential district can include senior housing and can be done in a way. that <br />. enhances the character of Mayfield Village. To place 26 uilits on under 7 acres and then <br />having the potential that neighboring properties coristruct soinethiilg completely different <br />is contrary to what the 2020 and cunent Mayfield 'Village planning committees are <br />_ attempting to accomplish. <br />In the 2018 Village survey, 92% of respondents highly prioritized the maintenance of <br />existing housing. This was followed by a desire to preserve other utilized land as <br />greenspace. Over 56% wanted to see more housing options for seniors: This option is <br />not geared for senior living. The bottom line, the high-density housing project with little <br />greenspace that is superficially being marketed to seniors is exactly opposite of the wants <br />indicated by the results of the survey. <br />Some specific issues with tlus development plan; the part of the land subject to rezonirig <br />were originally parceled out as single family residence and the developer knew this when <br />he.purchased the lancl.. The land could be utilized as single family parcels and leave the <br />current zoning maps as deyeloped. Should a development like this go in, it. would be <br />diff cult to service including Poliee, Fire and trash services, postal delivery.and general. <br />It is a tight development: It will include some 26 units on under 7 acres: <br />. Stormwater controls would have to be considered. as Mayfield Village already <br />experiences flooding in this area. I do have pictures from the heavy rain event that we had this weekend wliere the Church was under water there. in the driveway. Stormwater . <br />manageinent is the responsibility of the developer and once the developer is gone, the <br />responsibility lies with Mayfield Village. Currently several neighbor residents.complain <br />of flooding when there are heavy rains:. Wlien the Church was developed, drainage was <br />an issue after. the development and the Chizrcli has reported issues with drairiage with <br />several of the neighbors. The drainage at the northwest corrier of the Church drains <br />across the street and behind the lots on the north side of Highland. Any impervious <br />structure that would divert water to this culvert presents serious concerns to the residents <br />on the opposite side of the street.- <br />Having a development on a two-lane road, traffic and parking would be a coneern. <br />Currently traffic backs up halfway down Highland Road during rush hour and sometiines <br />it. is difficult to get in and. out of driveways on Highland Road because of traffic <br />congestion: While these units are marked as. seniar living, the units are two story in <br />nature and cannot provide decreased square footage as is desired by most seniors. These <br />homes are projected to sell around $400,000. <br />One of the arguments of this developinent is that Mayfield Village residents want to stay <br />in Mayfield Village but do iiot know how to do so. The fact is that with this plaii, these <br />homes are not downsizing in either size or property tax valuation. In fact, most that may <br />purchase one of these units will see their property taxes increase fi`om what they cui-rently <br />have. These honies are not seciu=ed or reserved for Mayf eld Village residents. T11ose <br />that may see tllemselves moving into oiie of these homes would be priced out of the
