Miilutes of the Regular Meeting of Cowlcil <br />Monday, June 18; 2018 <br />Page 22 <br />_ Council President Saponaro stated, but that's not what we.'re charged to do. What we're <br />charged` to do is say, does if go to the electorate or not? Whether we agree with it.or not <br />doesn't really matter.. What this reads is this says, amended: So when we say yes or no, <br />we're saying yes or rio as to amend the use of this. What we're not saying yes or no to is <br />do we believe it should go on the ballot or not? And that's the problem that I think tliat .we <br />have. Why can't we amend this? Because to me, the way that it's written, I cannot vote <br />for it the way that it's written because the intent looks as if we are saying yes or no to <br />something. That's not our charge and that's my problem ancl I don't know if anyone else <br />on Council sees it that way or not.. <br />Mr. _ Marquardt stated, I agree. <br />Council President Saponaro asked, is there a way that we can amend this on the floor so <br />that it reads appropr'iately? We have seen it read this way and I know it reads this way in <br />other communities. That doesn't matter to me. I want it to be clear that what we are <br />voting on is what we are voting on. Not that we agree or don't agree with it because <br />everyone up there even said, we know you are not agreeing or disagreeing with it. <br />1VIr. Coyne stated, you can make the motion so that it is clear that this final reading is . <br />simply to put it on the ballot and that Council is not recommending its approval or <br />disapproyal. <br />Council President Saponaro asked, can't we.amend the verbiage of it? <br />Ms. Wolgamuth stated, I wanted to comment thaf in my head I remember the ordinance <br />would erid witli and to submit the same to the electorate for a vote. <br />Mr.. Coyne stated,. that's typically going to be done when we certify, it. We. could. add that <br />language now. At the end of the day, when it's on the ballot it has to be clear to the voters <br />tfiat by voting for the ordinance; it will revise the zoning map. <br />Council President Saponaro asked, so this ordinance has to be exactly written as how it's <br />going to appear2 <br />Mr. Coyne replied, well we have to still do that because that has to be approved by the <br />Board of Elections. <br />Council Presideiit Saponaro stated, okay, so we can write an ordiriance allowing to submit <br />to the electorate revising the zone map, submitt'iiig to the electorate for a vote that would <br />revise the zoning inap. Mr. Coyne stated, I believe it would be on the ballot as an ordiizance revising the zoning <br /> <br />map. In other words, you're p.utting on the ballot what you're going to ask the voters to.do <br />or not.
