Minutes of the Regular Meeting of Council
Monday, January 28, 2019
Page 12
Mr. McAvinew replied, we have to go up to the minimum wage in effect for 2019. This reflects
that change. The sooner the better for the fact that we can get people on staff.
Council President Saponaro asked, so we can move it to second reading and then consider it in
February?
Mr. McAvinew replied, you ca11 move it to second reading, but I would prefer that it be approved
in February so I have enough time.
Ordinance No. 2019-01 moved to Second Read.
• First Reading of Ordinance No. 2019-02q entitled, "An Emergency Ordinance
establishing Recreational wages." Introduced by Mayor Bodnar. (Parks and Recreation)
Ordinance No. 2019-02 moved to Second Read.
• First Reading of Ordinance No. 2019-03, entitled, "An Ordinance enacting Chapter 771
in order to regulate mobile food units." Introduced by Mayor Bodnar. (Fire Department)
Council President Saponaro stated, we will move this to second reading in February.
Chief Carcioppolo asked, is this something you can expedite given the time sensitivity of it?
Council President Saponaro stated, well tell us so we understand. Are you looking for it to be
passed this evening?
Chief Carcioppolo replied, the sooner the better because it gives people more time to comply
with it.
Mrs. Mills, seconded by Mr. Williams, made a motion to suspend the rules of Council
requiring an Ordinance to be read on three separate occasions.
ROLL CALL: AYES: All Motion Carried
NAYS: None Rules Suspended
Mrs. Mills, seconded by Mr. Williams, made a motion to enact Ordinance No. 2019-03.
Council I'resident Saponaro asked, discussion?
Chief Carcioppolo stated, as I put in the letter to Council, the Ohio Fire Code was modified
at the end of 2017 and the new Fire Code came out which included mobile food units. We
attempted to comply with the requirements of the legislation and inspect all of the mobile
food units, liowever, it was a great burden for iny department to accomplish those tasks as
defined by the Ohio Fire Code so this legislation basically will be put in place to have
ihose inspectioils completed before someone's here conducting operations in N4ayfield
Vi]]age to ensure that their vehicle complies with the safety regulations prior to them
