Introduced <br />by Mayor Bodnar. (Law Department) <br />Council President Saponaro asked, any questions? The seatbelt law is currently a secondary <br />offense. This would make it a first offense. The police would have the opportunity to stop <br />people for not wearing their seatbelts as a first offense, in a nutshell, Mr. Coyne? <br />Mr. Coyne replied, yes. <br />Council President Saponaro stated, okay. Any other questions on this? <br />There were none. <br />Ordinance No. 2019-06 moved to Second Read. <br />• First Reading of Ordinance No. 2019-07, entitled, "An Ordinance repealing and <br />replacing Codified Ordinance Section 331.43 relating to cell phone use while driving." <br />Introduced by Mayor Bodnar. (Law Department) <br />Council President Saponaro asked, any questions? This would make it a primary offense to be <br />using your cellphone or texting while driving. There are some exceptions for emergency <br />situations which are set forth in the proposed ordinance. Did I state that correctly? <br />Mr. Coyne replied, yes. <br />Council President Saponaro asked, does anyone have any questions on this? <br />There were none. <br />Ordinance No. 2019-07 moved to Second Read. <br />• First Reading of Ordinance No. 2019-08, entitled, "An Ordinance repealing Codified <br />Ordinance Section 331.44 electronic wireless communication device while driving <br />prohibited." Introduced by Mayor Bodnar. (Law Department) <br />Mr. Coyne stated, this is related because of the terminology used to modernize it. We are now <br />focusing on wireless handsets that are used for text messaging or other forms of communication <br />while driving. <br />Council President Saponaro asked, any questions? <br />There were none. <br />Ordinance No. 2019-08 moved to Second Read.
