Minutes of the Regular Meeting of Council
Tuesday, January 21, 2020
Page 37
Mr. Wynne stated, I have a question for the Law Director. Because this is over the advertised
bid limit of $25,000, does this motion have to be passed in a certain format so that we can
eliminate that requirement?
Mr. Coyne replied, can we do it as an emergency?
Chief Carcioppolo replied, I would say that this would definitely qualify in that regard because
our 2003 ambulance, while is works right now, it's 17 years old and when it breaks, then we are
down to one again.
Mr. Coyne stated, it could be an exception.
Mr. Wynne asked, is Cerni on State bid?
Chief Carcioppolo replied, I have no idea. The only other option we would have is to take it to
Rush Truck Center. They are also a certified repair shop for International. I could do that. It's
at the other place so we would have to go get it and take it to the other place and have them give
us an estimate or I could just call and ask them for a ballpark on what it would be to change out
the motor and send them this quote with the cost blocked out I guess.
Mr. Murphy stated, I guess I am thinking, it sounds like there's an emergency and by the time we
get that motor back in, we are reconvening in two weeks and voting —
Chief Carcioppolo stated, as far as what the changes are and this is something else I talked to the
Service shop about, they did reengineer some of the issues so hopefully the bugs are worked out
of the engine that was poorly designed but they couldn't quantify what those changes were
because they said they are not privy to that information.
Mr. Murphy asked, issues are with the chassis too, not just the engine?
Chief Carcioppolo replied, everything right now is just engine -related. The chassis issues are
worked out.
Mr. Murphy stated, okay, gotcha.
Chief Carcioppolo stated, when I say chassis, I just mean the International vehicle itself, the
wheels, the drive train, so that's what I meant by chassis, the International portion of it not the
Horton Ambulance portion of it.
Mr. Murphy asked, so recently you've only had issues with the engine?
Chief Carcioppolo replied, recently, that's been the reoccurring issues, yes.
Mr. Murphy stated, I am more inclined to get this passed. I thought we were sinking money into
an engine with related chassis problems, but there haven't been chassis problems recently. We
can get the engine replaced.
