Minutes of the Regular Meeting of Council <br />Tuesday, February 18, 2020 <br />Page 6 <br />sure it is going to be a great collaborative effort. She's taking the spear on this but <br />Mayfield Village is fully supporting it and helping out with the event. <br />There is a Parks and Recreation Board meeting tomorrow night starting at 6:30 with <br />committee meetings and 7:00 with the whole meeting in this room. <br />Senior Services — We had about 100 seniors attend the trip preview in January. A lot of <br />the trips are full. A lot of them are already sold out. We expect the rest of them will be. <br />There are two trips in March which is Miss Molly's Tea Room and Franklin Park <br />Conservatory. A Lunch N Movie will be held by CPA and at Governor's Village next <br />month. <br />Council President Schutt stated, thank you Shane <br />Chief Paul Matias (Police) - I just wanted to cover something in my report that I saw in the <br />Plain Dealer on Sunday. There was an article on the front page that said, Training Critical; <br />Payment Lacking. The article basically covers that the State of Ohio has always for years been <br />having trouble funding continuing education for police officers of the State. There's a lot of <br />good things in the article, but Mayfield Village was actually mentioned and it could seem like it <br />could be kind of negative so I wanted to just clear up what the article said. <br />Prior to 2017-2018, the Peace Officer Training Council did require certain continuing education <br />for all law enforcement in Ohio. You would complete the training and you would report it to the <br />State and if you failed to report it to the State what would happen is an officer who didn't <br />complete the training would be placed in what's called a cease function status where they <br />couldn't function as a police officer until they completed the training. <br />During the writing of the article, The Plain Dealer did a public records request and obtained <br />about 55 letters from the training commission to the Cuyahoga County Prosecutor's office <br />naming officers who were in the cease function status. They gave a list of some of the cities <br />which included Cleveland, Linndale, North Royalton and Mayfield Village. So, when I saw this <br />on Sunday I was like, really? I immediately knew what they were talking about. I am a little <br />disappointed that in researching the article they didn't try to make contact with me. I don't know <br />if they did with the other cities. But to clarify, the part that is listed on page A-20 where it's just <br />a little blurb with Mayfield Village. What happened is prior to 2017 when those letters were sent <br />out, we had several people retire. If everyone remembers, Pat Dearden, two Chiefs ago now, <br />Don Smith, everyone remembers him. When those officers retired, they were never removed <br />from the State's active roster so even though they were long gone, naturally they wouldn't have <br />done the training, when the State checked their records, they just included them in with the cease <br />status notifications. So, at no point did any officer from Mayfield Village ever work in a cease <br />function or has ever worked. It is an administrative error. I have already cleared it up with the <br />training commission. <br />If the Plain Dealer would have talked to me and checked, they would have seen that we are <br />actually very active with our training. I have some more details of that that I will provide for you <br />in a letter for your packet kind of outlining the training we have already done so far this year and <br />
